Full Job Description
STV is seeking an experienced Project Manager with a background in rail vehicle programs to join our Vehicles Department in our Boston, MA office. This position will work closely with regional and national clients to support the procurement, delivery, testing, acceptance, and implementation of the next generation of transit cars, electric multiple units (EMUs), diesel multiple units (DMUs), passenger coaches, and other rail vehicle fleets.

The successful candidate will lead client-facing project activities and provide management oversight for complex rail vehicle procurement programs, ensuring successful project delivery while maintaining schedule, budget, quality, and stakeholder expectations.

Key Responsibilities
  • Serve as the primary point of contact for clients, maintaining strong relationships and ensuring exceptional service delivery.
  • Lead and manage rail vehicle procurement and fleet modernization projects from planning through revenue service implementation.
  • Oversee project scope, schedule, budget, risk management, and resource coordination to ensure successful project outcomes.
  • Coordinate interdisciplinary teams consisting of vehicle engineers, systems engineers, program managers, client staff, manufacturers, and contractors.
  • Manage day-to-day project activities, ensuring timely and cost-effective execution of project deliverables.
  • Develop, maintain, and monitor project schedules, action item logs, risk registers, progress reports, and other project management tools.
  • Prepare and review internal and external project correspondence, technical reports, presentations, meeting minutes, and client deliverables.
  • Identify potential project risks and issues, develop mitigation strategies, and monitor corrective actions through resolution.
  • Support vehicle specification development, procurement processes, design reviews, factory inspections, testing programs, and vehicle acceptance activities.
  • Participate in client meetings, manufacturer workshops, vehicle reviews, site visits, and factory inspections as required.
  • Drive process improvements and identify opportunities to enhance project performance, efficiency, and client value.
  • Mentor junior staff and contribute to the continued growth of STV's Vehicles practice.


Required Qualifications
  • Bachelor's degree in Engineering, Transportation, Construction Management, Project Management, or a related field.
  • Minimum of 10 years of professional experience in rail transportation, rolling stock, vehicle engineering, transit program delivery, or related transportation infrastructure projects.
  • Demonstrated project management experience supporting rail vehicle procurement, vehicle engineering, fleet modernization, or transit capital programs.
  • Strong understanding of passenger rail vehicles and major vehicle subsystems, including propulsion, braking, communications, HVAC, doors, and train control interfaces.
  • Proven ability to manage schedules, budgets, risks, and client expectations across complex projects.
  • Excellent written, verbal, and presentation communication skills.
  • Strong leadership, collaboration, and stakeholder management capabilities.
  • Proficiency with Microsoft Office Suite and project management tools.
  • Ability to work independently while managing multiple priorities in a fast-paced environment.


Preferred Qualifications
  • Professional Engineer (PE) license and/or Project Management Professional (PMP) certification.
  • Experience working for a transit agency, commuter railroad, vehicle manufacturer, rolling stock supplier, consulting engineering firm, or program management organization.
  • Experience supporting vehicle manufacturing oversight, testing, commissioning, and acceptance programs.
  • Familiarity with FRA, FTA, APTA, AREMA, and other industry standards and regulations.
  • Experience leading multidisciplinary transportation projects.


Travel
  • Travel requirements may be up to 25%, primarily consisting of client meetings, vehicle manufacturing inspections, testing activities, and project site visits throughout the Northeast and other locations as needed.


Compensation Range:
$143,435.23 - $163,925.98
