Full Job Description
We are seeking a Project Manager who is ready to join us at an exciting time of rapid growth to support new efforts for the Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP). You will help in the modernization and enhancement of mission-critical applications that support flood insurance, flood mapping, and floodplain management.

As Project Manager, you will be responsible for leading the planning, execution, and successful completion of complex, high-risk IT projects that support a large user base across multiple departments. This pivotal role involves managing cost, schedule, risk, and performance aspects of IT project development, including large-scale agency resource planning and implementation. This role will play a critical part in steering projects towards their strategic objectives, ensuring alignment with organizational goals, by leading the program's delivery of application development, cloud migration, system integration, testing, operations and maintenance, cybersecurity, DevSecOps, data reporting and analytics, and continuous enhancement of enterprise applications hosted in Google Cloud Platform (GCP).

Key Responsibilities:

  • Lead the development and continuous improvement of project management processes and templates to enhance project delivery efficiency.
  • Direct the full lifecycle management of complex IT projects, from requirements solicitation through product transition and project close-out, ensuring alignment with strategic goals.
  • Conduct thorough Analysis of Alternatives (AoAs) and develop strategic Course of Action (COAs) presentations, incorporating insights from technical experts.
  • Engage with government customers and other stakeholders to elicit, document, and manage project requirements, fostering strong relationships and ensuring stakeholder satisfaction.
  • Serve as the primary liaison between government managers, the contract Program Manager, and the project team, ensuring clear communication and project alignment with expectations.
  • Proactively identify, manage, and mitigate project-related risks, implementing best practices in risk management to safeguard project outcomes.
  • Develop comprehensive work breakdown structures (WBS) and maintain detailed project schedules using Microsoft Project, ensuring resources are optimally allocated and deadlines are met.
  • Lead a matrixed project team, coordinating with technical and non-technical resources to ensure effective collaboration and project progress.
  • Drive the management of project scope, schedule, and cost, making informed decisions to steer projects towards their objectives.
  • Translate technical information into polished, professional presentations and documents that are accessible to non-technical audiences, enhancing project understanding and support.
  • Act as a key liaison between application owners and the technical team, facilitating effective communication and ensuring project requirements are accurately translated into technical specifications.
  • Lead Integrated Product Teams, project management meetings, Technical Exchange Meetings, and serve on Configuration Management Boards, contributing strategic insight and leadership.
  • Interface with senior government officials, providing executive briefings on high-visibility projects and ensuring alignment with strategic directives.


Minimum Requirements:

At least seven (7) years performing in a Project Manager role with the following experience:

  • Expertise in soliciting and documenting complex project requirements and translating them into actionable project plans.
  • Proficient in developing comprehensive WBS and schedules in Microsoft Project, managing complex, multi-faceted projects effectively.
  • Demonstrated ability to lead and manage resources in a highly matrixed environment, fostering teamwork and collaboration across functional areas.
  • Strong leadership skills, with the ability to develop and manage detailed project plans and lead projects to successful completion. Extensive experience managing projects using Agile and Scrum methodologies.
  • In-depth knowledge and experience in a DevOps environment.
  • Proven track record in leading cloud migration projects, particularly with Amazon Web Services. Exceptional communication skills, both written and verbal, with the ability to engage and influence senior-level stakeholders.
  • Advanced proficiency in MS Project and Jira.
  • Strong collaboration skills and the ability to lead cross-functional teams towards common goals.


Education & Certification Requirements:

  • Bachelor's Degree or higher in Project Management, IT, Business, or a related field.
  • PMP certification is required.


Clearance Requirements:

  • U.S. Citizenship
  • Ability to obtain Public Trust. Active Public Trust is preferred. FEMA Public Trust is highly preferred.
