Project Manager, Public Works & Local Infrastructure, Houston, TX

Halff has an opening for a Civil Engineer, with their Texas PE License, to be a Project Manager on our growing Public Works & Local Infrastructure team based out of our Houston, TX office. The ideal candidate will bring at least 5 years of public works & local infrastructure design experience in the consulting industry or experience working with, or for, public sector clients. Municipal roadway, drainage, and pedestrian facility design experience required. What you will do:
  • This role will be responsible for managing and overseeing the design and construction of infrastructure projects, including: municipal roadways, trails, and drainage improvements.
  • Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to make sure deliverables, requirements, schedules, costs and meeting plans are communicated.
  • This position requires strong design experience and prefers project management experience and knowledge of working with local entities.
  • Assist in development and management of project scopes, budgets, and schedules.
  • Support in preparation of proposals and RFQs.
  • Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
  • Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
  • Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
  • Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
  • Manage design and plan production.
  • Manage clients and supervise technical staff.
  • Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team.

What you will need:
  • Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree
  • Professional Engineer (P.E.) License in Texas
  • At least 5 to 10 years of experience in public works & local infrastructure, municipal roadway, drainage, and pedestrian facility design projects
  • Strong experience working with AutoCAD Civil3D (preferred) or MicroStation
  • Experience managing design and plan production
  • Ability to manage clients and supervise technical staff
  • Strong communication skills, both written and verbal
  • Previous experience working with public sector clients and business development communications is a plus
  • Experience in project scope development, professional services fee development and staffing projects is a plus
  • Strong ability to work in a team environment including multiple disciplines
  • A positive attitude, be self-directed yet a team player, and have a focus on quality, integrity and success
