Job Title:SharePoint Project Manager
Job Location:Scott Air Force Base (St. Clair County, Illinois)

Purpose:Using the Project Lifecycle methodology, described below, the contractor shall implement, enhance, sustain, and/or migrate SharePoint Cloud-based and On-Premises solutions using Government / Commercial off the Shelf tools (GOTS/COTS) such as SharePoint out-of-the-box, workflows, Power Automate, databases (Access), spreadsheets (Excel), and visualization tools (Microsoft Power BI) to support customer requirements on NIPRNET and SIPRNET networks. These solutions may take the form of products such as information portals, workflows, dashboards, executive snapshots, and other formats depending on customer needs.

Responsibilities (include but not limited to):
  • Serve as the primary interface between the government and the team of contractor employees.
  • Collaborate with the COR to manage and ensure completion of projects using a provided Project Lifecycle process.
  • Analyze and bin customer requirements according to Project Type/Category/Status.
  • Manage and sequence developer tasks formally in the Project Management Information System (PMIS) or any similar system provided by the government.
  • Conduct limited developer functions when required.
  • Engage with Command Knowledge Management government leads during In Progress Review (IPR) meeting ISO the Project Lifecycle.
  • Ensure all document deliverables are provided IAW established Project Lifecycle requirements.
  • Report to the HQ AMC Contracting Officer Representative (COR) during formal and informal daily/weekly engagements to assess, track, and manage the status of tasks.
  • The contractor shall support the government at meetings, briefings, and other engagements, as required by the COR. Unless excused by the COR, the Contract Lead shall attend with the relevant contract personnel).
  • Ensure regulatory monthly, quarterly, yearly reporting requirements are met with delivery to designated customer representatives.Reporting requirements could include but are not limited to:
    • Status of tasks, schedules, deliverables.
    • Status of tasks shall include a summary description and schedule of all tasks completed during the reporting period, all tasks currently on-going during the reporting period and all known tasks assigned for future reporting periods.
    • Current and cumulative task funding status (direct labor, travel, and other direct cost funding status to be reported separately, as required).
    • Outstanding issues, and proposed resolution approaches and actions to resolve any outstanding issues.

Knowledge and Experience:
  • Field Related Bachelor's Degree (BA/BS) from an "accredited college or university".
  • Active SECRET clearance
  • 10 years' experience with the Project Lifecycle Methodology demonstrating Requirements Gathering, Prioritizing & Classifying Projects by Type/Category/Status, and Project Execution.
  • A minimum of five (5) years of the required ten (10) years of experience must be within the DoD IT Environment supporting solutions using a wide-range of software tools, including but not limited to the following:
    • SharePoint design, out-of-the-box functions, custom lists, libraries, forms, web parts, pages, document libraries, content-types, permissions, views, metadata
    • Enterprise search and analytics
    • Custom Solutions (SharePoint) created by the contractor
    • MS Power BI, Power Apps, Power Automate
    • Access (database management)
    • Adobe PDF document integration
    • JavaScript
    • jQuery
    • Workflows Cascading Style Sheets (CSS)
    • Visualizations (SharePoint, MS Power BI, Excel, etc.)
    • Dashboards (SharePoint, MS Power BI, Excel, etc.)
    • Key Performance Indicators (KPIs)tools to measure organizational effectiveness
    • MS InfoPath
    • HTML
    • Excel capabilities
