Primary Function:

The Project Manager will execute project planning, coordination, and control activities in support of training devices, simulator, and integrated system development under Department of Defense (DoD) programs. This position is responsible for cost, schedule, and technical performance of assigned projects, with an emphasis on Earned Value Management System (EVMS) compliance, disciplined baseline management, and cross-functional integration within a structured program environment.

Essential Responsibilities:
  • Manage all aspects of assigned project scope within an established program plan, ensuring alignment to cost, schedule, and technical performance baselines.
  • Develop, update, and maintain project schedules, budgets, and work package structures in accordance with EVMS guidelines and program controls requirements.
  • Serve as Control Account Manager (CAM) or support CAMs by preparing variance analysis, updating earned value metrics, maintaining control account plans, and executing corrective-action plans.
  • Monitor project execution against the Performance Measurement Baseline (PMB); identify adverse trends and implement recovery plans with responsible functional areas.
  • Perform risk and opportunity management consistent with DoD and organizational processes; maintain risk registers and ensure timely mitigation execution.
  • Coordinate cross-functional activities among systems engineering, software, hardware, production, logistics, quality, and supply chain to maintain integrated execution.
  • Support configuration management processes, including change control, baseline maintenance, and alignment of technical and documentation deliverables with contract requirements.
  • Plan, track, and manage project-level Contract Data Requirements List (CDRL) or Supplier Data Requirements List (SDRL) items for compliance with governing Data Item Descriptions (DIDs).
  • Coordinate integration, verification, validation, and acceptance events with engineering teams, suppliers, and government customer representatives.
  • Oversee supplier and subcontractor progress, performing schedule and cost surveillance, tracking technical performance, and supporting issue resolution.
  • Prepare and deliver internal and external status briefings, Integrated Program Team (IPT) updates, and EVMS-driven performance reports.
  • Support process improvement and adherence to organizational, programmatic, and contractual requirements.
  • Travel up to 25% to customer facilities, supplier locations, integration labs, and test sites.


Job Requirements:

Minimum Requirements:
  • Bachelor's degree in engineering, business, project management, or related technical field.
  • 3-6 years of project management experience supporting technical development, production, or integration programs.
  • Demonstrated experience with EVMS principles, performance reporting, variance analysis, and work package or control account maintenance.
  • Understand the full program life cycle to ensure seamless integration across program phases (EMD, Product and O&S).
  • Experience executing within DoD acquisition environments, including baseline management, technical reviews, and structured program controls.
  • Strong communication skills and ability to interface with cross-functional teams, suppliers, and government stakeholders.
  • Experience coordinating with suppliers or subcontractors in a defense or aerospace environment.
  • U.S. citizenship required.
  • Ability to obtain and maintain a DoD Secret clearance.


Preferred Skills:
  • Experience supporting DoD training systems, simulators, or integrated hardware/software systems.
  • Familiarity with Systems Engineering processes including requirements decomposition, integration, and verification/validation.
  • Experience working with MIL-STD documentation, structured content standards, or formal configuration management systems.
  • Experience supporting Agile or hybrid execution models within defense programs.
  • Professional certifications such as PMP, PMI-ACP, EVMS Practitioner, or INCOSE ASEP/CSEP.
