Project Manager

Data Intelligence LLC (DI) is hiring a Program Manager for AI and Simulation Support for Intelligent Strategic Thinking (ASSIST) - Code 536 C2 MAC TORFP (N[redacted]D0056 through 0061). This position is 100% onsite in San Diego, CA.

Position Summary

The Project Manager leads the planning, execution, and delivery of AI, orchestration, and simulation software development supporting decision-support capabilities for a Maritime Operations Center (or equivalent command center). The PM serves as the primary point of accountability for cost, schedule, technical performance, and contract compliance across the base and option periods, coordinating a multidisciplinary team (Computer Scientists, Chief Architect, Systems Engineer) and any subcontractors to meet the Government's requirements and Desired Technical Experience (DTE) objectives.

Key Responsibilities

  • Serve as the single point of contact to the Government's Contracting Officer's Representative (COR) and manage all day-to-day program communications, status reporting, and deliverable coordination.
  • Plan, schedule, and control program cost, schedule, and technical scope for a Level-of-Effort (term) task order, ensuring the proposed labor mix and hours are executed in accordance with the Government estimate.
  • Manage delivery of all contract data requirements (CDRLs) on time and to standard.
  • Direct and integrate the work of software developers, architects, and systems engineers across the five DTE areas: orchestration software, decision-support aids, tactical decision applications (MTC2/GCCS APIs), scalable planning capabilities, and software deployment to classified networks.
  • Oversee software deployment activities on classified networks (e.g., SIPRNET), including support for Risk Management Framework (RMF) authorization, container hardening/STIG compliance, patching, and sustainment.
  • Manage subcontractor coordination and performance, ensuring consistency of labor categories, hours, and total value between prime and subcontractor efforts, and enforcing pass-through and OCI requirements.
  • Identify, track, and mitigate technical, schedule, cost, and security risks; escalate issues and implement corrective actions.
  • Ensure all work products and personnel comply with applicable DFARS/FAR clauses, CUI handling requirements (H-204-PAC003), and security requirements for classified network delivery.
  • Manage quality control and configuration management of orchestration and decision-support software integrated into command-center tools and displays.

Required Qualifications

  • Demonstrated experience managing software development or system integration programs of comparable complexity, scope, and duration, preferably in a DoD/Navy command-and-control environment.
  • Proven ability to manage cost, schedule, and technical performance on a Level-of-Effort task order, including EVM-style tracking, staffing management, and deliverable (CDRL) management.
  • Experience coordinating multidisciplinary technical teams and subcontractors.
  • Familiarity with software delivery to classified networks (SIPRNET), the Risk Management Framework (RMF), and DoD container/STIG security requirements.
  • Active security clearance commensurate with classified network access (the labor rate reflects a security clearance premium).
  • Strong written and verbal communication skills for Government reporting and interchanges.

Desired Qualifications

  • PMP or equivalent project management certification.
  • Prior experience supporting a Maritime Operations Center or equivalent command center.
  • Familiarity with the Navy Planning Process / Joint Planning Process and decision-support products (courses of action, synchronization matrices, decision-support matrices).
  • Experience with Maritime Tactical Command and Control (MTC2) and Global Command and Control System (GCCS) environments.
