Full Job Description
The Project Manager - Construction manages the execution of midstream facility and pipeline construction projects, ensuring they are completed safely, on time, and within budget. This role coordinates contractors, materials, and internal resources throughout the project lifecycle.

JOB FUNCTIONS AND KEY RESPONSIBILITIES:
  • Manage projects through the entire project lifecycle, including feasibility studies, Front End Loading cost estimates, AFE generation, detailed design, scope, bid, and management of construction and commissioning contractors, and participation in pre-startup safety reviews.
  • Provide support to operations, including troubleshooting, pipeline reroutes, replacements, uprates, integrity-driven projects, maintenance activities, and DOT compliance initiatives.
  • Possess working knowledge of hazardous liquid and gas pipeline systems, including gathering, transmission, pump stations, compressor stations, pigging facilities, and mainline appurtenances.
  • Coordinate pipeline design activities, including route selection and constructability reviews.
  • Oversee procurement and installation of pipeline materials such as line pipe, fittings, valves, coatings, and corrosion control systems.
  • Ensure pipeline construction activities comply with project specifications, company standards, and applicable regulations and codes.
  • Support right-of-way acquisition, permitting, land agreements, and environmental coordination in partnership with Land/ROW, Regulatory, and Environmental teams.
  • Develop scope of work/for-bid packages for construction activities.
  • Develop isometric drawings and bill of materials
  • Track/forecast costs and milestone schedules and regularly communicate progress to project stakeholders.
  • Manage construction activities in accordance with project scope, schedule, and budget.
  • Coordinate contractor bid process, selection, contracting, and change management.
  • Oversee material procurement and delivery in collaboration with supply chain and engineering.
  • Review and approve invoices; ensure accuracy and compliance with contracts.
  • Participate in MOC and PSSR processes.
  • Coordinate pre-commissioning, commissioning, and start-up efforts.
  • Ensure all job documentation is complete and retained per company standards.
  • Communicate effectively with operations, engineering, and commercial teams.
  • Oversee and coordinate 3rd party construction inspectors
  • Interpret Process Flow Diagrams (PFDs), Piping & Instrumentation Diagrams (P&IDs), Plot Plans, One-Lines, and Piping Plans
  • Possess knowledge of codes, standards, regulations, and best practices applicable to the midstream industry (including API, ASME B31.3/4/8 and VIII, DOT 192/5, NFPA, etc.).

MINIMUM ESSENTIAL QUALIFICATIONS:
  • Possess a valid driver's license and safe driving record
  • Exhibit proficiency in Microsoft Office applications (Word, Excel, Outlook, etc.)
  • Proficiency in Power BI for reporting and analytics"
  • High school diploma or equivalent
  • Knowledge of welding, coating, and NDE standards (API 1104, ASME IX).
  • Familiarity with DOT regulations and midstream construction practices.
  • Strong understanding of safety practices, including excavation, critical lifts, hot work, lockout/tagout, and energy isolation procedures.
  • Ability to travel extensively to field locations

PREFERRED QUALIFICATIONS:
  • Experience managing multiple projects simultaneously.
  • Knowledge of Navisworks or similar 3D modeling tools.
  • Understanding of project controls and cost tracking

PHYSICAL DEMANDS AND WORK ENVIRONMENT:
  • Adhere to all applicable Personal Protective Equipment (PPE) guidelines, including eye protection, footwear, hard hat, and fire retardant clothing (FRC)
  • Ability to lift, push, or pull 50 pounds
  • Ability to work in changing climate conditions and plant/field environments
  • Ability to work in close quarters, while kneeling, squatting, sitting, climbing, and standing
  • Ability to frequently stand, walk, use hands to handle or feel, and reach with hands and arms"
