Education:Bachelor's Degree in Construction Management, Engineering or Architecture from an accredited University. 10+ years of project related work experience may be substituted for the educational requirement.
Professional Experience:The Project Manager (PM) is defined as a firm under contract to a building owner, in this case, the General Services Administration (GSA), to provide a variety of project management services with qualified, competent, and experienced personnel with 10+ years of federal and/or private sector construction management experience. Professional experience should include, but are not limited to, pre-planning, programming, estimating, design and construction management and supervision, design review, procurement support, cost management and program budgeting, commissioning, and postconstruction support, and overall project management activities. Professional experience should include strong knowledge of construction documents, as well as superior management and communication skills. Professional design services are not part of the PM services.
Functional Responsibility:Provides project and/or construction management of a single major program or project or multiple projects. Provides decisive direction in regard to business, technical and personnel management involving multi-disciplinary and diverse functional activities. Is responsible for the overall management, in terms of technical quality, cost and schedule. Maintains daily progress reports and inspection reports. Leads the inspection and quality assurance team assigned to projects to ensure timely and effective project oversight. The candidates shall be able to obtain a GSA badge through the HSPD-12 security clearance process. The preferred candidate shall already have a working knowledge of GSA policies and procedures, and shall be familiar with all project management, procurement, and financial management tools currently in use by GSA for contract administration and project tracking. This includes EASI, APW, PEGASYS, RETA, KAHUA, PIP, ABP, and other FED Desk tools available through GSA's one-sign-in portal access.
The following services are to be provided:
Leasing Support• Review of Solicitation for Offers (SFOs)
• Review of Supplemental Lease Agreements (SLAs)
• Review of prelease award of tenant's Special Requirements
• Assessment of proposed buildings for intended use
• Review and advise on schedule
• Preparation of lease support documents
Design Support• Assist customer agencies in the design effort
• Support the development of the Program of Requirements (POR) Conduct design reviews at all submittal stages and provide written comments of findings
• Review/Coordinate the Design Intent Drawings (DIDs) for scope accuracy
• Review/Coordinate the Construction Drawings (CDs) for scope, technical accuracy, constructability and bid ability
• Perform value engineering reviews
Construction Support• Participate in weekly progress meeting
• Track Project Action Item List
• Track the project schedule
• Prepare meeting agendas and meeting minutes
• Review project submittals
• Prepare independent government cost estimates
• Prepare written scopes of work
• Prepare and update the GSA project schedule
• Set up and maintain job files
• Prepare and update the GSA project budget
• Review cost proposals and change orders
• Perform substantial completion inspection
• Provide technical review support
• Respond to Requests for Information (RFIs) and other action items Maintain logs of all construction documents
• Prepare technical letters for contracting officer's signature
• Track, Maintain, and update RWA and TI budget/funding records
Miscellaneous Tenant Support• Support overall procurement efforts
• Perform cost estimates for tenant work
• Coordinate tenant's move-in requirements with lessor
• Coordinate tenant's procurement requirements with lessor
• Provide coordination for furniture and IT procurements
• Provide coordination for move and security procurements
Negotiations Support• Prepare Price Negotiation Objectives (PNOs)
• Prepare Technical Analysis (TA)
• Prepare Price Negotiation Memorandums (PNMs)
• Provide support to the Contracting Officer during negotiations
• Prepare Notice to Proceed and Award letters
• Review / negotiate Construction Change Orders and Cost Proposals
Procurement Support• Provide support of fund certification packages: SF 49, Scope of Work, etc. Prepare payment forms and track payment status
• Prepare Receiving Reports (SF 3025), Inspection Reports (SF 220),
• Coordinate and Track procurement activities.
• Provide support for processing payment forms and payment tracking
• Prepare Receiving Reports (SF 3025), Inspection Reports (SF 220), etc.
Closeout Support• Prepare closeout packages: as-built CAD files, Release of Claims, SLAs, final payment.
• Organize file packages: ascension numbers, document inventory.
• Coordinate document storage
• Complete close out checklist items and other closeout tasks
Site and Construction Inspection Support• Perform substantial completion inspections
• Perform scope verification and percent complete inspections
• Submit Inspection Reports (GSA form 220)
At the discretion of the Contracting Officer or the Contracting Officers Representative, the Project Management staff will be located in space provided by GSA at 77 Forsyth Street, SW, Atlanta, GA 30303, or other yet to be identified specific project site locations.
Full time is defined as eight (8) hours per day, forty (40) hours per week, corresponding to GSA work hours. The work will not be performed on Saturdays, Sundays, or on GSA scheduled holidays without prior GSA approval. GSA anticipates that personnel would also use an estimated two weeks' leave time therefore 1880 hours per year should be considered as full time.
Job Requirements
Minimum Educational Qualifications:- BS Degree in applicable major OR equivalent combination of education and experience (BS degree = 8 years applicable experience)
- Proven ability as the project manager of a technical aspect of commercial or Government interior design or construction projects
- Suite and Project software package, outstanding customer service skills, strong Interpersonal relationships.
- Excellent written, oral communication skills, ability to communicate well at all levels of audiences using clear and concise languages.).
Physical Demands and Environmental- Constantly communicating with others to exchange information.
- Constantly repeating motions that may include the wrists, hands and/or fingers.
- Constantly assessing the accuracy, neatness and thoroughness of the work assigned.

- Occasional low and high temperatures due to working outside during all seasons, along with elements such as precipitation and wind.
