ORION - PROJECT EXECUTIVE

Marine Construction | Pacific Region

Location: Pacific Region
Travel: Extensive regional travel required

Reports To: Area Manager

We are seeking an experienced Project Executive to provide senior operational and project leadership across Orion's Pacific Region.

POSITION SUMMARY

The Project Executive is accountable for the overall leadership, management, and successful execution of complex self-perform marine construction and heavy civil infrastructure projects throughout the Pacific Region.

This senior leadership position has primary responsibility for the financial performance, operational execution, schedule, quality, safety, client satisfaction, and profitability of assigned projects and project portfolios.

The Project Executive provides leadership and executive oversight to Project Managers, Superintendents, Estimators, Project Engineers, and field leadership, ensuring projects are executed safely, efficiently, on schedule, within budget, and in accordance with contractual requirements.

The position works closely with Regional Leadership to coordinate staffing, marine equipment, barges, cranes, pile-driving spreads, subcontractors, suppliers, and construction means and methods to maximize operational performance.

Projects may include:
  • Ports and marine terminals
  • Piers, wharves, docks, and waterfront structures
  • Bridges and heavy civil infrastructure
  • Marine foundations and pile driving
  • Dredging and dredging support
  • Coastal protection and waterfront infrastructure
  • Industrial marine facilities
  • Federal, municipal, transportation, and port infrastructure

KEY RESPONSIBILITIES

  • Provide executive leadership and operational oversight for complex marine construction and heavy civil infrastructure projects throughout the assigned region.
  • Lead, mentor, and develop Project Managers, Superintendents, Project Engineers, Estimators, and other operations personnel.
  • Establish project execution strategies that support operational excellence, profitability, client satisfaction, and long-term company growth.
  • Monitor project performance to ensure achievement of safety, financial, quality, schedule, productivity, and client objectives.
  • Partner with the Regional Vice President, Area Manager, Operations, Business Development, Estimating, Equipment, and Engineering teams to execute regional business objectives.
  • Ensure projects are executed safely and in accordance with contract requirements, budgets, schedules, quality standards, and design specifications.
  • Review and manage project forecasts, budgets, labor productivity, equipment utilization, cash flow, cost performance, and overall profitability.
  • Provide executive oversight of project billing, forecasting, procurement, and financial reporting.
  • Coordinate project staffing and the deployment of marine equipment, barges, cranes, pile-driving spreads, subcontractors, suppliers, and specialty marine resources.
  • Oversee project planning, scheduling, critical-path milestones, procurement, project reviews, change orders, contract administration, risk management, and project closeout.
  • Identify project risks and opportunities and work with project leadership to develop appropriate mitigation and execution strategies.
  • Support estimating, preconstruction, business development, client relationships, and pursuit strategies for future work.
  • Drive continuous improvement across project operations and promote best practices throughout the organization.
  • Serve as an executive representative of Orion with owners, engineers, contractors, port authorities, USACE, NAVFAC, municipalities, DOT agencies, industrial clients, and other key stakeholders.
  • Maintain the confidentiality of proprietary company, project, and client information.

  • Be responsible and accountable for personal safety and the safety of employees, subcontractors, clients, and others.
  • Maintain the authority and obligation to stop work whenever unsafe conditions exist.

  • Ensure compliance with OSHA requirements, environmental regulations, client requirements, and Orion policies and procedures.
  • Participate in executive safety reviews, incident investigations, corrective-action planning, and continuous safety improvement.
  • Hold project leadership teams accountable for maintaining safe, compliant, and professionally managed jobsites.

POSITION REQUIREMENTS

  • Minimum of 15 years of progressively responsible construction experience managing complex self-perform marine construction and heavy civil infrastructure projects.
  • Demonstrated experience providing executive oversight of multiple concurrent projects and project management teams.
  • Bachelor's degree in Construction Management, Civil Engineering, Engineering, or a related discipline preferred. An advanced degree or equivalent executive construction leadership experience may also be considered. Equivalent relevant experience may be considered in lieu of a degree.
  • Proven leadership experience managing and developing Project Managers, Superintendents, Project Engineers, Estimators, and operational teams.
  • Significant self-perform construction experience involving one or more of the following:
    • Pile driving and deep foundations
    • Marine foundations
    • Barges and marine cranes
    • Piers, wharves, and waterfront structures
    • Ports and marine terminals
    • Dredging and dredging support
    • Bridges and heavy civil infrastructure
    • Coastal and waterfront infrastructure
  • Strong understanding of project financial management, forecasting, estimating, scheduling, procurement, contract administration, change management, and risk management.
  • Demonstrated ability to manage project profitability, labor and equipment productivity, cost forecasting, cash flow, and financial performance.
  • Experience working with USACE, NAVFAC, DOT agencies, municipalities, port authorities, industrial clients, and private marine clients is preferred.
  • Strong executive-level communication, leadership, negotiation, and client relationship skills.
  • Proficiency with Microsoft Office, Primavera P6, HCSS HeavyBid, HeavyJob, and construction management software is preferred.
  • Ability and willingness to travel extensively and relocate throughout the assigned region as business and project needs require.

PHYSICAL REQUIREMENTS

The successful candidate must be able to perform the essential functions of the position with or without reasonable accommodation.

The role requires the ability to wear appropriate PPE while visiting active marine construction sites, including hard hats, safety glasses, hearing protection, steel-toed boots, high-visibility clothing, and personal flotation devices when required.

The Project Executive must also be capable of safely accessing barges, vessels, waterfront facilities, and active marine construction sites, as well as identifying critical operational, contractual, financial, and safety issues and responding appropriately to changing project conditions and emergency situations.
