Standard Job DescriptionTHE WORKThe Scrum Master / CAM is a hybrid servant-leader role that drives Agile delivery while providing cost- and schedule-accountability for multiple Control Accounts (CAs) and Work Packages (WPs) within the Modeling and Simulation Vistas program. The candidate will facilitate Scrum (and other Agile) practices for a cross-functional software development team, remove impediments, coach on Agile values, and simultaneously manage earned-value, budgeting, and risk reporting to ensure the program meets its technical, cost, and schedule commitments.
Agile & Scrum Leadership
• Facilitate Scrum events - daily stand-ups, sprint planning, backlog refinement, sprint review, and retrospective.
• Maintain Scrum artifacts - keep the Product Backlog, Sprint Backlog, and Increment transparent, current, and aligned with the program's Work Breakdown Structure (WBS).
Control Account Management (CAM) Duties
• Establish and assess progress of multiple CAs and WPs against the Integrated Master Schedule (IMS) using Agile planning data (e.g., Jira).
• Earned-value & cost management - develop, monitor, and forecast time-phased budgets; apply Earned Value Management (EVM) techniques (BCWP, BCWS, ACWP, CPI, SPI) to evaluate performance.
• Risk & opportunity management - identify, log, and communicate technical and financial risks; propose mitigation or exploitation strategies.
Basic Qualifications- Minimum 3 years as a Scrum Master or Agile Coach in a software development environment
- Bachelor's degree in Engineering, Computer Science, Business, or a related technical discipline (or equivalent combination of education and experience)
- U.S. citizenship and ability to obtain and maintain a Secret clearance.
- Proficiency with Jira, Confluence, and other Agile project-management tools; familiarity with Earned Value Management software (e.g., Deltek, Primavera).
Desired SkillsDesired Skills & Competencies- Cost Account Management: Experience in Cost Account Management or Earned Value Management for aerospace/defense programs.
- Agile expertise: Deep knowledge of Scrum, Kanban, SAFe, and ability to tailor Agile practices to large, multi-disciplinary programs.
- Earned-value & budgeting: Hands-on experience applying EVM metrics, developing Basis of Estimates, and managing time-phased budgets.
- Leadership & facilitation: Strong facilitation, communication, conflict-resolution, and coaching abilities; proven track record of leading teams through forming, storming, norming, and delivering value.
- Risk & opportunity management: Ability to identify, analyze, and communicate financial and technical risks; develop mitigation plans.
- Program coordination: Experience coordinating across multiple engineering disciplines and interfacing with senior program stakeholders.
- Self-direction: Ability to work independently, prioritize competing demands, and apply best practices without micromanagement.
- Certifications: SAFe Scrum Master, Certified Scrum Master (CSM), or Professional Scrum Master (PSM).
- AI prompting proficiency: Skilled at leveraging AI tools (e.g., large-language-model prompting) to enhance Agile planning, reporting, and documentation.
- OSF Experience: Preferred to have experience with the Objective Simulation Framework and/or M&S Tools.
Pay InformationFull-Time Salary Range: $85300.00 - $158300.00

- For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
