Full Job Description
SLS Federal Services is seeking an experienced Project Engineer (PE) to support NAVFAC Design-Build and Design-Bid-Build construction projects in Hawaii. The Project Engineer serves as the primary day-to-day technical and administrative integrator for the project, responsible for contract administration, design coordination, submittal management, and technical support to ensure successful execution in compliance with contract documents, UFGS requirements, UFCs, FAR clauses, and NAVFAC policies.

The Project Engineer reports directly to the Project Manager and works in close coordination with the Project Superintendent, Quality Control (QC) Manager, and Site Safety and Health Officer (SSHO). The PE may also serve as Deputy Project Manager as required to support continuity of operations.

Responsibilities
• Support the Project Manager in administering the contract in accordance with FAR clauses, UFGS Division 01, and NAVFAC requirements.
• Manage the submittal register, including preparation, tracking, review coordination, and status reporting.
• Prepare, process, and track Requests for Information (RFIs) and formal contract correspondence.
• Maintain accurate contract records, logs, and documentation in accordance with NAVFAC standards.
• Support change management activities, including scope definition, cost impacts, and schedule impacts.
• Serve as the primary point of contact for design coordination between the Contractor and the Designer of Record (DOR).
• Manage design deliverables and design submittals in accordance with the Design-Build contract requirements.
• Coordinate Government design reviews and track resolution of NAVFAC comments.
• Verify design compliance with UFCs, UFGS, and project-specific criteria.
• Provide constructability input and technical support to the Project Manager and Superintendent.
• Coordinate closely with the Project Superintendent to resolve constructability issues, RFIs, and sequencing constraints.
• Support field operations through timely engineering responses and technical clarifications.
• Maintain awareness of construction progress to ensure alignment between design, schedule, and field execution.
• Support resolution of technical issues without directing field labor.
• Assist in maintaining the project schedule as a central management tool.
• Coordinate engineering deliverables and submittals to support schedule milestones.
• Support cost control efforts through tracking of changes, quantities, and impacts.
• Assist with preparation and review of progress documentation supporting pay applications.
• Maintain professional and timely communication with all project stakeholders.
• Serve as Deputy Project Manager during the Project Manager's absence when assigned.
• Support project closeout activities, including as-built documentation and turnover packages.
• Perform additional duties as assigned by the Project Manager or Project Executive.

Qualifications
• Bachelor's degree in Engineering, Architecture, Construction Management, or related field.
• Five (5) or more years of experience supporting Design-Build or heavy civil construction projects, including federal projects.
• Experience supporting NAVFAC, USACE, or other DoD construction projects.
• Demonstrated experience in contract administration, submittals, RFIs, and design coordination.
• Familiarity with UFGS, UFC, and FAR requirements.
• Proficiency in Microsoft Office (Outlook, Word, Excel), Bluebeam, AutoCAD and other suites of construction software.
• Working knowledge of Primavera P6 preferred.
• Strong written and verbal communication skills suitable for Government correspondence.
• U.S. Citizenship required.

Preferred Qualifications
• Experience on OCONUS projects, particularly in Guam or the Indo-Pacific region preferred.
• Prior experience on active military installations.
• Experience serving as Deputy Project Manager or Lead Project Engineer.
• Familiarity with NAVFAC design review and submittal processes.
