Position Description

Policies and Procedures:

  • Follow Western Industrials Contractors (WIC) Documentation as shown in new hire orientation check sheet.
  • Complete Job Orientation Schedule. Sign off at completion.
  • Present him/herself professionally, have a positive attitude and lead by example thereby reinforcing Western's positive reputation with its customers and employees.
  • Protect all proprietary company information.
  • Complete necessary annual training when requested.


Scope and Responsibilities:

Sales and Marketing

  • Develop and maintain current tools in a PowerPoint format to utilize for your presentations. Maintain sales tools on Project Manager Server.
  • Through communication, develop effective relationships with customers, employees, Western executive management and his/her counterparts in the Company.
  • Carry and distribute company approved marketing tools.
  • Wear company supplied clothing on approved sales calls when possible.
  • Keep up with company changes in all divisions to properly communicate who and what we do.
  • Update Viewpoint Vista Database with new customer and revised information.
  • Visit new and old clients with approved travel.
  • Keep log on customer feedback, communications and visits. Keep a dialog with all your customers to improve and enhance this relationship.
  • Sort and maintain job pictures in the Job Folder. These tools can be used for future sales and estimating.
  • Create Time and Material rate sheets for specific customers with WIC standards, sort and file on PM server. Approval is required from GM prior to submittal to customer.
  • Report all new opportunities to VP and GM.


Strategic Planning

  • In cooperation with the Vice President (VP) and General Manager (GM), establish plans and procedures to gain and track efficiencies in the field.
  • Spend considerable time with GM, Supervision, Fabrication and Engineering to ensure and limit unnecessary waste.
  • Review/analyze job specific problems, delays and report corrective action plans to GM.
  • Schedule all meetings with required attendees through Outlook. Ensure locations for meetings are scheduled well in advance to book locations.
  • Always keep GM informed on your work load.


Bidding Process

  • After bid approval from VP create Quote number in access data base with value estimate and success percentage potential.
  • Create quote folder in the quote log under WIC procedures and tools. Maintain folder with all correspondence and materials that pertain to quote.
  • Research history of similar bids and jobs. Get cost detail reports from accounting software of similar completed projects.
  • Create list of questions after review of RFQ. Get GM approvals on and before submitting questions to customer.
  • Under the direction and approval of the (GM) travel to potential job sites to gather and share required information to the chosen WIC estimating team. Use job walk check sheet to assist on walk.
  • Create an estimate schedule with all required activities/responsibilities for all parties involved.
  • Set up and host a pre-bid meeting to review job requirements and estimate schedule. All team leads including GM and VP should be invited. Schedule progress meetings if necessary.
  • Track and report all addendums.
  • Request sub-contractor pricing (with proper standard form) with work scope and schedule required. Utilize 2 to 3 bids for each task.
  • Perform "take-offs" and estimated man hours to assist in the estimating process.
  • Get local wages for required crafts that fit the schedule of project. Use WIC standard union question form to ensure all information is obtained.
  • Utilize WIC bid tools and procedures to create bid. Create tools that assist on formatting the bid for customer required bid submittals.
  • Assist estimating team with the work plan procedure, scheduled time frame for each task and necessary tools and equipment required to perform job.
  • Prepare schedule with required software.
  • Determine appropriate proposal submittal from templates.
  • Schedule final review with GM and VP at a minimum of 24 hours prior to due date. Approval amounts are listed in your new hire handbook and discussed in orientation.
  • Deliver final approved proposal in format required prior to due date.
  • Update final bid amount and mark released in Access database.
  • Update access data base on results of success when received. It is the responsibility of the bid lead to update our data system and keep team informed of all results and changes.


Project Execution:

  • Review and highlight unclear or risk items on customer contract prior to Chief Financial Officer's (CFO) review, approval and signature. Review and approve all bid costs and schedule prior to CFO' signature of acceptance. Agree on payment plan with CFO assistance and approval. Note: Only the CFO and or CEO/VP can approve contracts.
  • Submit job budget to accounting department lead to obtain Job number. Budget sheet is generated from BS.
  • Set up and maintain active job folder (with WIC standards). Create a short cut from original quote folder and place in active job file.
  • Meet with VP and GM to go over pre-prepared schedule, work plan, required equipment, strategy and personal requests for team selection.
  • Set up pre-job meeting with chosen team to discuss schedule, work plan and team responsibilities. Ensure Supervisor is fully orientated of all aspects of job prior to mobilization (use WIC standard check off sheet). Schedule required active job weekly meetings with all leads. These meetings are mandatory to keep team informed of current progress and issues throughout life of project.
  • Create requisition or subcontract request forms for Supply Chain Management to issue Purchase Orders (PO's) or subcontract agreements to select suppliers and subcontractors. After agreements of work scope, schedule and roll downs of contract terms and conditions. PO's are submitted by Supply Chain Management with information supplied by PM.
  • Create and maintain accurate cost projections in Vista.
  • Approve all costs associated with your project, always strive to cut costs (beat the budget) without compromising WIC's high standards.
  • Track all contract changes throughout project from WIC standard change order process.
  • Approve and file all correspondence / submittals that effect your project. Utilize WIC standards for communications such as requests for information (RFI), transmittals, rigging plans, detailed schedule format and all other standards that are listed above.
  • Create and maintain a detailed project schedule including percent complete.
  • Create, submit and track all invoicing for life of project. Use WIC standard invoice model.
  • Enforce WIC policies/procedures in field.
  • Optimize profit in field.
  • Travel to job when necessary and as job requires. Have travel approved as much in advance as possible to limit unnecessary costs.
  • Create job inspection reports that measure performance of Supervisor strengths and weaknesses, job required documentation control and accuracy, missing and tool condition/treatment, Engineering and Fabrication performance, general safety performance including Personal Protective Equipment (PPE) condition/availability and proper usage.
  • Effectively manage change and resolves issues.
  • Proactively communicate with all Supervision, Engineering Leads, WIC Management and Customers.
  • Close out project using WIC standards.


Office Management

  • Assist (GM) with daily execution of management activities.
  • Assist in the improvement of procedures that increase effectiveness between the office and field.
  • Attend and participate in required company meetings.
  • Dress in a manner that properly fits the situation.
  • Support and assist entire project team including purchasing, accounting, tools/equipment, engineering, fabrication, supervision, and upper management.


Team Building

  • Assist in ongoing Supervisor/Foreman training.
  • Help recruit and bring up new talent that has the attitude to ensure WIC success.
  • Maintain a high degree of professionalism in all settings and serve as an example to the team.
  • Encourage and mentor team members.
  • Set goals and performance expectations.
  • Enforce Western's values and standards.
  • Transition poor performers out of organization when appropriate.


Position Requirements

Job Specific Requirements

  • Minimum of 40 hours a week. Office hours will be set at orientation.
  • Abide by all WIC company policies and procedures.
  • Hours of work are dictated and subject to change by job requirements and site conditions
  • Accurately fill out a daily time sheet that breaks out time allocated to jobs, estimating, business development and personal time off (PTO).
  • Travel is required and expected with proper approval process.
  • Responsible for up keep and condition of all company supplied equipment.
