Project Overview:

Bechtel is hiring top talent to join the expanding Renewables & Clean Power business to deliver the latest in a near decade long program of natural gas fired combined cycle projects for our long-term customer, Advanced Power. This project is a nominal 640MW single unit (with the option for a second unit on the same site) that will provide electrical power to the regional grid. Bechtel is currently supporting our customer to define the scope and design basis for the project which will utilize the latest gas turbine technology from GE Vernova to deliver reliable and responsive electric power generation. The project will be in Sullivan County, Indiana. The project team will kick-off in Reston, Virginia on a short-term assignment conditions with the intent of mobilizing to the Indiana project site for long-term assignments lasting three to five years depending on the role. Project assignment conditions are available and are meant to offer flexibility to allow the various needs of our top talent to participate in this revolutionary project

Job Summary:

The CSU Manager manages and supervises the startup activities on the project and plans and directs startup assignments on the project. Ultimately the Startup Manager has responsibility to accept systems and components from construction and deliver them to the customer operations team, tested, energized, and operating per project procedures and contract requirements. The CSU Manager has technical responsibility for organizing, executing, and coordinating the startup team. Makes day-to-day decisions within the project and makes recommendations to department or project management regarding policy and procedure. Responsible for review of project designs and recommendation of changes to design so that the project is safe and operable. The Startup Manager will have to perform/support testing of systems directly, due to the small size of team and will be expected to wear multiple hats. #LI-JL1

Major Responsibilities:

  • Directs and monitors assigned office or project startup and operations which may include review of design for plant operability, preparation of operations manuals, coordination with construction during field check out and pre-commissioning and testing and execution of the startup in the field.
  • Directs the formulation of and recommends to departmental management policies, procedures, plans, and programs within assigned office or project.
  • Supervises, coordinates, and reviews the work of assigned engineers, estimates staffing needs and schedules, and assigns work to meet completion dates. Participates in proposal preparation activities as required.
  • Prepares or directs the preparation of operations manuals.
  • Ensures that work being performed is within scope of services and within budget.
  • Provides input to project management, engineering, and construction to ensure startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
  • Coordinates, as directed, with project management, the startup related engineering, construction, and client activities as an office assignment or during startup, operations, maintenance, or testing at the jobsite.
  • Coordinates with client representatives to obtain approval on work as it is accomplished.
  • Reviews and approves key startup methods, procedures, and schedules on assigned project(s).
  • Performs performance reviews for personnel supervised and ensures they receive appropriate technical assistance and on-the-job training for their professional development.
  • Keeps abreast of technological developments and trends in startup and operating services within area of responsibility.


Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience


Required Knowledge and Skills:

  • Good collaboration and interpersonal skills.
  • Experience of commissioning/integration and handover.
  • Experience of managing testing, commissioning, and operational trials for one or more large or complex high voltage power transmission projects.
  • Experience in managing commissioning and overseeing testing, commissioning, and handover activities.
  • Knowledge of industry and regulatory standards and design criteria in all the areas of commissioning.
  • Strong negotiation skills for dealing with clients.
