Proposal Summary:The OBO Construction Management & Engineering Support Services (CM&E SS) contract provides professional construction management, engineering, inspection, project controls, scheduling, risk management, cost estimating, and related technical services supporting OBO's worldwide facilities design and construction program. Services may be performed at OBO headquarters in Rosslyn, Virginia, at domestic support locations, or at overseas diplomatic facilities during project planning, design, and construction phases.
The contract supports the delivery, renovation, modernization, assessment, and maintenance of U.S. diplomatic facilities worldwide, including embassies, consulates, annexes, utility infrastructure, and other secure government facilities.
**Please note: Only U.S. citizens with a current Secret security clearance are eligible to apply.**Position Summary:The Project Controls Manager provides leadership and oversight of project controls functions supporting OBO's worldwide facilities design and construction program. The Project Controls Manager is responsible for establishing and maintaining effective project controls processes related to scheduling, cost management, forecasting, performance monitoring, reporting, and risk management across multiple projects and task orders.
This position works closely with OBO leadership, construction managers, engineers, contractors, and project teams to ensure project performance is accurately monitored, analyzed, and reported throughout all phases of project delivery.
Responsibilities:- Lead and oversee project controls activities supporting multiple OBO construction projects and programs.
- Establish and maintain project controls procedures, reporting systems, and performance measurement methodologies.
- Oversee schedule management, cost control, forecasting, earned value analysis, and project performance reporting activities.
- Review and evaluate project schedules, schedule updates, and schedule recovery plans submitted by contractors and project teams.
- Monitor project performance against approved baselines and identify trends, deviations, and potential risks affecting project objectives.
- Develop executive-level dashboards, metrics, reports, and briefings for OBO leadership and stakeholders.
- Coordinate project controls activities among project managers, construction managers, engineers, inspectors, and contractors.
- Support risk identification, risk analysis, mitigation planning, and project forecasting efforts.
- Review change management documentation, Requests for Equitable Adjustments (REAs), and project controls impacts associated with scope changes.
- Provide guidance and technical oversight to Project Controls Engineers and other project support personnel.
- Support claims avoidance, schedule analysis, forensic reviews, and project performance assessments as required.
- Ensure project controls systems and records are maintained in accordance with contract requirements and OBO procedures.
- Utilize project controls software and reporting tools to support project delivery and management decision-making.
Qualifications:Required- Bachelor's degree in Civil, Electrical, or Mechanical Engineering, Engineering Management, Construction Management, or Construction Engineering from an accredited institution.
- Minimum seven (7) years of experience supporting project controls, scheduling, cost engineering, construction management, project management, or related functions on active vertical construction projects.
- Possess a minimum Final Secret Security Clearance.
- Demonstrated experience managing project schedules, cost controls, forecasting, performance reporting, and project controls systems.
- Proficiency with Primavera P6 and Microsoft Office Suite.
- Strong analytical, organizational, leadership, and problem-solving skills.
- Excellent verbal and written communication skills.
- Experience leading multidisciplinary project teams and coordinating with multiple stakeholders.
Preferred- Professional Engineer (PE) license.
- Experience supporting U.S. Department of State, U.S. Army Corps of Engineers, NAVFAC, or other federal construction programs.
- Experience supporting overseas construction projects.
- Familiarity with Time Impact Analyses (TIA), quantitative risk analysis, earned value management, and claims avoidance/mitigation.
- Experience supporting large, complex vertical construction projects, secure government facilities, embassies, consulates, hospitals, data centers, campuses, or similar institutional facilities.
