Position Summary

The Project Controls 4 position provides advanced leadership and technical expertise in project controls, supporting complex and high-impact projects through the implementation of cost, schedule, and Earned Value Management System (EVMS) processes. This role is responsible for overseeing cost engineering and planning/scheduling functions, ensuring accurate forecasting, reporting, and performance tracking. As a recognized expert, the Project Controls 4 develops innovative solutions to complex challenges, identifies critical trends, and contributes to the development of organizational objectives and standards. Working with significant independence, this position plays a key role in achieving long-range project goals and driving successful project execution.

Essential Duties and Responsibilities
  • Lead and supervise cost estimating, cost analysis, and cost control activities for complex or high-value projects
  • Oversee schedule development, maintenance, andmonitoringto ensure alignment with projectobjectivesand timelines
  • Support and implement Earned Value Management System (EVMS) and project controls processes at an advanced level
  • Prepare, review, and oversee the preparation and presentation of cost engineering and planning deliverables
  • Identifycost and schedule trends and provide strategic recommendations to management
  • Provide technical direction and supervision for cost engineering and/or planning and scheduling personnel
  • Support project organizational and administrative activities, ensuring effective coordination across teams
  • Develop innovative solutions to complex project control issues, including those involving non-routine requirements
  • Contribute to the development of advanced concepts, techniques, standards, and organizational objectives
  • Prepare and deliver detailed financial and project status reports, including earned value and forecasting data

Required Qualifications
  • Bachelor's degree in engineering, construction management, business, or a related field and a minimum of twelve (12) years of related experience (or equivalent combination of education and experience)
  • Extensive experience in project controls, including cost estimating, cost control, financial reporting, scheduling, and analysis
  • Expert-level experience with Earned Value Management System (EVMS) tools and processes
  • Experience supervising or leading cost engineering and/or planning and scheduling functions
  • Proficiencywith project controls software, including tools such as Cobra andDeltek, and standard business applications
  • Knowledge of financial reporting systems, controller account codes, and project financial status reporting
  • Ability to handle confidential information with discretion
  • Strong communicationand organizational skills
  • Ability to work through problems quickly and effectively and define a clear path to resolution

Preferred Qualifications
  • Postgraduate coursework or advanced degree in a related field
  • Experience serving as a Control Account Manager (CAM)
  • Subject matterexpertisein project controls and/or project management for large-scale or complex projects
  • Experience in engineering or construction project environments
  • Advanced knowledge of budgeting, forecasting, and corrective action implementation
  • Demonstrated ability to develop new methodologies, standards, or process improvements
  • Strong leadership and personnel management experience
