Job Description

The Texas Workforce Commission is seeking a Developer Team Lead to join the Information Technology (IT) Applications Development and Maintenance (ADM) Department, located at 1411 Brazos Street, Austin, TX. The Developer Team Lead is responsible for planning, organizing, managing, controlling, and evaluating the functions and performance of the ADM Unemployment Insurance (UI) Team of developers to acquire, develop, and maintain applications essential for TWC IT to fulfill its mission of service to people who live in Texas.

The Programmer VI Performs highly advanced and/or managerial (senior-level) computer programming work. Work involves overseeing the planning, scheduling, and assigning of programming projects; coordinating programming projects; analyzing proposed computer applications; and providing technical programming assistance. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

GENERAL DUTIES:
- Maintains a reliable, predictable work schedule.
-May be called upon to work outside of normal business hours to sustain operations or complete urgent assignments.
-May serve as backup to a Senior Team Lead or Computer Programmer.
-Ensure adequate staffing for AD&M to provide optimum services to TWC programs and to sustain operations. (15%)
-Communicate job requirements to employees and evaluate their performance. (15%)
-Develop employee skills and build depth of expertise to position unit for technology changes and staff turnover. (10%)
-Monitor and control Unit's functions to optimize efficiency and effectiveness. (25%)
-Develop and maintain unit Work in Process (WIP) boards and provide input to departmental dashboards. (5%)
-Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including IT Handbook and Standard Operating Procedures (SOPs) that govern TWC IT. (10%)
-Contribute to teamwork and communicate effectively. (10%)
-Promote an image of IT excellence. (10%)
-Performs other duties as assigned to maintain IT operations.

PREFERRED QUALIFICATIONS:
-Graduation from an accredited four-year college or university with major coursework in computer science or related field.
-At least four (4) years of senior-level experience in computer programming plus two (2) years of experience overseeing the work of others in a mainframe environment. Knowledge of computer programming languages COBOL, JAVA, and/or Natural. Experience supporting the TWC Unemployment Insurance application.
-Demonstrated skills using software/systems development methodologies such as waterfall, iterative, and/or agile sprints; problem-solving; critical thinking; building quality into code; planning and organizing work; meeting due dates.
-Skill in project and resource management.
-Ability to analyze problems, develop solutions, communicate clearly and communicate effectively with technical colleagues and non-technical customers.
-Ability to provide strong, senior-level technical expertise and share knowledge in a team environment.

MINIMUM QULIFICATIONS:
Programmer VI:
-Graduation from an accredited four-year college or university with major coursework in data processing, computer science, or a related field plus four years of full-time experience in data processing, computer programming, and/or systems analysis.
-Fifteen semester hours of accredited college work in computer science may be substituted for one year of the required experience with a maximum substitution of two years.
-One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required education.

The salary range for this position is $6,500 - $7,500 per month, depending on qualifications.
