THE POSITION:
This is an advanced professional position supporting the County's environmental policy, resilience planning, and strategic energy initiatives. This position plays an important role as the lead environmental policy and legislative program coordinator for the Department, responsible for the coordination and development of environmental policy recommendations, advocacy efforts, and implementation of related program initiatives in collaboration with internal, municipal and regional partners. The successful candidate will support county-wide and regional partnerships, including the County's engagement in the 4-County Southeast Florida Regional Climate Change Compact. The successful candidate will also (1) perform high-profile management, communication, and research duties for County climate, resilience, energy, and water programs; (2) identify and support funding opportunities with governmental agencies, and non-profit partners; (3) help advance the County's interests through state and federal programmatic and legislative opportunities; (4) monitor evolving policy, legislation and regulations and develop advocacy strategies; (5) participate, organize, convene, and staff various work groups and committees; (6) serve as the Department's policy expert on energy conservation and alternative energy initiatives. Work requires interagency collaborations, independent research and initiative, project ownership, stakeholder engagement, and accountability. Work is reviewed through regular meetings, reports and assignments.

ADDITIONAL INFORMATION:
Must have excellent communication skills, both verbal and in writing, and strong presentation skills. Must demonstrate strong personal initiative; enjoy working as a team; and have superior organizational skills. The preferred candidate will be familiar with climate pressures within the South Florida landscape, regional environmental issues, and relevant climate mitigation and adaptation policy and programs at state and federal levels. Strong familiarity with the state and federal legislative processes, and knowledge of diverse environmental subjects is preferred, including knowledge in the areas of energy, water resources, and Everglades restoration. Must have experience in building relationships with public, private, and academic partners. Must excel at completing projects within assigned timeframes while planning for future objectives. Demonstrated experience with graphics, website content management, communication tools, social media, and other on-line platforms is preferred.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in political science, public policy, environmental planning/science or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.
Special Certifications and Licenses
Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
Preferences
4+ years of experience in handling contracts/grant applications
4+ years of experience working with state/federal agencies.
4+ years of experience working with graphics, website/content management, communication tools, social media, and other online platforms.
SCOPE OF WORK
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services on a large scale with County-wide impact; prepares reports, analyzes and interprets data.

Coordinates and manages all aspects of a program or project which has operational responsibility of a major scope, a large-sized budget and provides a critical County service.

Assists Director and Agency Leadership by researching issues, creating memorandums, policies, procedures, reports, etc. and monitors/advises on staff compliance with policy and procedures.

Conducts special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research.

Identifies and understands agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies.

Communicates business risks to project manager, senior/executive management, and approving authority for assessment and approval, while focusing on comprehending client-agencies' needs and business processes.

Coordinates with state and local agency partners on projects and programs, community outreach, media relations and regional and various services; may assist with press releases and responses to media.

Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned.

Defines agency goals and objectives, develops and recommends policies and operating procedures.

Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments, and partnering agencies.

Prepares Commission agendas, including editing, posting and planning.

Provides assistance and training of agency staff and contracted services providers. May oversee the Agency's training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.

Plans, organizes and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.

Plans, directs and supervises the activities of staff.

Performs related work as assigned.
