About the Opportunity

Leidos is seeking an experienced Program Manager to lead execution of a complex, mission-critical Government program. In this role, you will provide strategic leadership for contract execution, customer engagement, technical performance, and operational excellence while ensuring successful delivery of cost, schedule, and performance objectives. As the primary interface between Leidos and Government leadership, you will guide multidisciplinary teams, foster collaboration, and help deliver innovative capabilities that directly support national security missions.

What You'll Do

Program Leadership
  • Lead all aspects of contract execution to achieve cost, schedule, technical, and performance objectives.
  • Serve as the primary point of contact for the Government Contracting Officer (CO), Contracting Officer's Representative (COR), Government Program Manager, and Leidos leadership.
  • Foster collaboration across multidisciplinary teams, subcontractors, and vendor partners to ensure integrated program execution.
  • Communicate program status, technical progress, risks, issues, and recommended solutions to Government stakeholders in a timely and transparent manner.
  • Prepare and present executive briefings, technical documentation, and Government-facing reports.


Financial & Contract Management
  • Direct program planning and resource allocation, including staffing, facilities, budgets, and Management Reserve within contractual guidelines.
  • Lead cost, schedule, and performance management activities, including Earned Value Management (EVM), Estimate to Complete (ETC), funds execution, and financial reporting.
  • Review and approve financial, technical, and programmatic deliverables prior to Government submission.
  • Develop, maintain, and recommend Integrated Program Baselines (IPBs) and resource-loaded schedules that support effective program execution.
  • Monitor contract performance and implement corrective actions to maintain program objectives.


Workforce Leadership
  • Lead workforce planning, recruitment, onboarding, training, and retention efforts to ensure continuity of operations and sustained program performance.
  • Mentor and develop program personnel while promoting accountability, collaboration, and continuous improvement.
  • Coordinate contractor and subcontractor activities across multiple workstreams to achieve customer objectives.


Risk, Compliance & Acquisition Support
  • Lead program risk management activities by identifying risks, implementing mitigation strategies, and communicating risk posture to Government stakeholders.
  • Ensure compliance with FAR, DFARS, DoD 5000-series guidance, ICD 801 policies, and all contractual and administrative requirements.
  • Coordinate Engineering Change Proposals (ECPs), value engineering initiatives, Quality Assurance Surveillance Plan (QASP) reviews, Award Fee activities, and other customer-directed program reviews.
  • Support Government acquisition activities by contributing to statutory acquisition reports, Congressional Questions for the Record (QFRs), and related acquisition documentation.
  • Maintain the Electronic Contractor Position Roster Log (eCPRL) in accordance with Government security requirements.


Required Qualifications

Clearance
  • TS/SCI with Polygraph, at time of Application, to be considered for the position.


Education/Experience
  • BA/BS degree. Additional years of experience may be considered in lieu of degree.
  • Minimum of ten (10) years of experience serving as a Program Manager or Project Manager managing programs or contracts of similar scope, type, and complexity.
  • Demonstrated experience conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule management, financial monitoring, and executive reporting.
  • Minimum of one (1) year of experience managing funds and resources using Earned Value Management (EVM) or other complex financial reporting methodologies.
  • Demonstrated experience managing multi-task contracts, subcontractors, and multi-vendor environments.
  • Demonstrated experience leading program risk management, quality assurance, and cross-functional technical teams.Knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000-series guidance, and ICD 801 policies.


Certifications

Must possess one of the following:
  • Project Management Professional (PMP)
  • FAC-P/PM Mid-Level Certification
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level II Program Management Certification


Preferred Qualifications
  • Experience supporting Intelligence Community or other national security missions.
  • Experience managing completion-based or performance-based contracts or task orders.
  • Experience preparing executive briefings and Government-facing technical documentation.
  • Demonstrated ability to build high-performing teams and foster a culture of collaboration, innovation, and continuous improvement.

Pay Range $131,300.00 - $237,350.00
