Job Details:
Invictus is seeking an experienced Program Manager to lead a large enterprise cybersecurity services program supporting the National Reconnaissance Office (NRO). The Program Manager directs, manages and administers every aspect of the contract to complete all program activities within the established budget and schedule. The program spans cybersecurity systems engineering, Tier 1-4 service maintenance, defensive cyber operations tasking, and surge support across CONUS and OCONUS sites.
Responsibilities:
Serve as the single point of accountability for cost, schedule, performance and customer satisfaction, and as the primary interface to the Contracting Officer and COTR
Develop and maintain the Program Management Plan, including place-of-performance and continuity of operations (COOP) planning
Lead monthly Program Management Reviews; report all technical, schedule and cost risks with mitigation plans
Integrate and lead subcontractors and vendors as one team, including flow-down of contract requirements
Operate within a multi-provider IT service ecosystem under a shared-accountability award fee model; define demarcations and SLAs/OLAs with other service providers
Represent the program in customer governance forums such as change control boards, and complete assigned actions on time
Drive continual process improvement: analyze performance metrics, lead root cause analysis on recurring issues, and brief improvement plans to senior leadership
Hire, train and retain cleared staff; maintain a skills matrix aligned to DoD 8140 work roles; integrate supplemental military personnel
Oversee program security, intelligence oversight compliance, the privileged user program and property management
Oversee incoming and outgoing transition in partnership with the Transition Manager
Ensure 24x7 emergency support, with staff on site within two hours when directed
Requirements:

Desired Qualifications:
Experience within the NRO and its mission partner community
Demonstrated leadership, management or training experience
10+ years of experience, including management of cybersecurity operations and maintenance or SOC programs in the Intelligence Community
Experience managing award fee contracts and multi-vendor IT service delivery
ITIL 4 certification and familiarity with ServiceNow ITSM
