CVP seeks a highly motivated and organized Program Manager to lead large-scale healthcare transformation programs enhancing care delivery for Veterans across VA medical centers nationwide. The Program Manager will oversee complex, healthcare initiatives, managing cross-functional teams to implement integrated healthcare solutions that directly improve Veterans' access to quality care. This role requires driving strategic program execution across multiple VA facilities, coordinating with clinical leadership, IT teams, and executive stakeholders to ensure successful delivery of healthcare transformation projects. The position focuses on implementing disciplined program management processes, optimizing healthcare workflows, and driving measurable improvements in Veterans' healthcare outcomes while managing substantial budgets and complex project portfolios within the federal healthcare environment.
Responsibilities

- Support Development Value Stream definition and documentation across OCI's clinical informatics portfolio
- Maintain portfolio operating model documentation including value stream maps, ART boundary definitions, and role clarity artifacts
- Contribute to OIP Governance Framework consolidation (Task 8b)
- Support PI Planning preparation by ensuring portfolio architecture inputs are current and accurate
- Coordinate with Principal Agilist on ART alignment and role clarity reviews each PI
- Ensure three separate teams build solutions that fit together architecturally and strategically
- Participate actively in SAFe PI Planning every 90 days to provide architectural guardrails and integration guidance
- Review designs between planning cycles to catch integration gaps and architectural conflicts before they become problems
- Translate VA business goals and clinical workflows into architectural guidance that teams can actually build toward
- Identify and surface architectural risks to VA leadership early - using your quality and compliance background to spot issues before they derail the program
- Work with Portfolio Coordinator to connect dependency management with architectural decisions
- Maintain architecture documentation that keeps all stakeholders aligned and audit-ready
- Bridge the gap between technical teams and VA executive leadership - presenting architecture decisions in business value language
Qualifications
- Master's degree from an accredited college or university
- 10+ years of experience in healthcare IT program management
- PMP certification required
- Experience leading large integrated healthcare program management initiatives
- Knowledge of Federal performance measurement frameworks
- Experience with disciplined program management processes
- Strong risk management and performance monitoring capabilities
- Advanced proficiency with MS Word, Excel, and PowerPoint
- Ability to obtain a US Security Public Trust Clearance
