We serve our community of users and customers by working tirelessly to preserve free expression and choice, create limitless interactivity, and maintain a safe digital marketplace. The Safety Integrity Program Manager, Harmful Activity will drive priorities, measures, and system health for harmful activity, owning program standards and execution across upstream systems and downstream operations.

You are an experienced program manager with a strong background in content integrity, abuse, or risk programs at scale. You are skilled at setting requirements for detection and automation, translating policy and legal constraints into practical workflows and controls, and driving cross-functional partners to improve coverage, precision, and enforcement quality. You thrive in fast-paced environments and excel at turning operational signals into lasting improvements.
RESPONSIBILITIES:
  • Drive priorities, measures, and system health for harmful activity, and continuously improve execution
  • Set requirements and success criteria for detection and automation, and drive Product, Engineering, and Operations to improve coverage, precision, and enforcement quality at scale.
  • Translate legal, policy, and technical constraints into practical requirements, workflows, controls, and escalation paths for Product, Engineering, and Operations.
  • Identify gaps in the current framework and drive enhancements to policies, procedures, controls, and workflows.
  • Own escalations, quality assurance, and complex case patterns for residual volume, and use those signals to harden standards and automation over time.
  • Align and drive Product, Engineering, Policy, Legal, and Operations partners to resolve dependencies, make decisions, and move critical work forward with clear accountable ownership.
  • Build and maintain the documentation, guidance, and operating standards that embed consistent execution across the program.
  • Monitor relevant regulatory developments, assess impact on the program, and ensure requirements stay accurate and executable.
  • Track and report operational performance, risks, and improvement opportunities with clear recommendations for leadership.
BASIC QUALIFICATIONS:
  • 5+ years in content integrity, safety operations, abuse operations, or related program roles supporting enforcement or risk programs at scale.
  • Experience owning or supporting program priorities, measures, and operational health for content or risk domains.
  • Working knowledge of harmful activity domains and how policy, legal, and technical constraints shape response.
  • Experience translating policy or legal requirements into practical workflows, controls, and escalation paths.
  • Experience working with automated or model-driven enforcement systems, including detection, classifiers, or policy automation.
  • Proven ability to drive cross-functional work with Product, Engineering, Policy, Legal, and Operations partners.
  • Strong analytical skills with experience using operational data to identify gaps, prioritize interventions, and track outcomes.
  • Clear written and verbal communication; able to brief leadership and document standards, decisions, and recommendations.
PREFERRED SKILLS AND EXPERIENCE:
  • Direct experience with harmful activity, integrity, or abuse programs at scale.
  • Experience setting requirements for detection, classifiers, or automation and partnering with Product or Engineering teams on outcomes.
  • Experience owning escalations, quality assurance, or residual case handling for enforcement programs.
  • Experience converting operational signals into product, process, or policy changes.
  • Exposure to integrity risks involving synthetic content, model misuse, or scaled manipulation.
  • Experience improving operating standards, documentation, and controls in a live program environment.
  • Background in high-scale consumer platforms, marketplaces, or technology products.
COMPENSATION AND BENEFITS:
