Full Job Description
Location: Chandler, Arizona, with regular on-site presence at Luke Air Force Base

Type: Full-time, VLinc corporate position (overhead role, not billed to the contract)

Reports to: VLinc executive leadership

Anticipated start: September 2026

About the role

VLinc is standing up a facilities engineering line of business, beginning with a contract providing four embedded engineers to the 56th Civil Engineer Squadron at Luke AFB. This role owns delivery. You are the qualified facilities professional behind the on-site team: the person who reviews their work before the Government sees it, keeps the squadron relationship healthy, and turns good performance into the past performance record that wins the next contract. It is a working oversight job, not an administrative one.

What you'll do
• Provide technical oversight and quality review of the embedded team's work products: DD 1391 programming packages, cost estimates, planning deliverables, specifications, and Title II documentation
• Hire, onboard, and retain the four-person on-site team, and keep a warm candidate pipeline for backfill and growth
• Manage contract performance: deliverable tracking, performance metrics, monthly status reporting, and invoicing inputs
• Maintain the working relationship with the COR and squadron leadership, escalating early when something needs attention
• Mentor the on-site engineers and develop their capability across programming, estimating, planning, and construction management
• Shape and support capture of follow-on facility engineering and A&AS opportunities as the line of business grows

What you'll need
• Bachelor's degree in civil engineering or a closely related discipline, with substantial facilities engineering or facilities management experience
• Roughly ten or more years of progressive experience, including technical leadership of engineers
• Fluency in the work you'll be reviewing: facility project programming, construction cost estimating, installation planning, and construction management
• Experience delivering services in a government contracting environment, with a working grasp of contract deliverables and customer surveillance
• Ability to obtain and maintain installation access at Luke AFB

Nice to have
• Prior Air Force civil engineer squadron, base civil engineering, or installation management background
• PE registration; PMP or CCM credential
• Experience with advisory and assistance services (A&AS) delivery, small business or SDVOSB environment, and CPARS-driven performance management
