About the Position

Dynamic Systems Technology, Inc. (DysTech) is seeking an experienced Program Manager to lead a personnel life-cycle support program supporting the U.S. Army. The Program Manager serves as the primary point of contact between DysTech and the Government, providing overall leadership for contract performance, quality, staffing, and compliance across multiple locations supporting DEERS, RAPIDS, CAC, Military ID Card, and PKI support services. This role requires strong leadership, communication, and organizational skills to successfully manage a geographically dispersed workforce.

Responsibilities

Responsibilities include, but are not limited to:

  • Provide overall leadership and management of contract performance across multiple locations.
  • Serve as the primary point of contact for Government representatives regarding contract execution.
  • Ensure all contractual requirements, performance standards, and deliverables are met.
  • Oversee contract quality control and ensure compliance with the approved Quality Control Plan (QCP).
  • Manage staffing, workforce planning, recruiting, employee retention, and personnel performance.
  • Supervise site leadership and provide guidance to geographically dispersed personnel.
  • Monitor contract performance, identify risks, and implement corrective actions as needed.
  • Prepare and present reports, briefings, and other required contract deliverables.
  • Coordinate with Government stakeholders during program reviews, meetings, and performance evaluations.
  • Support contract transition planning, implementation, and knowledge transfer activities.
  • Ensure compliance with applicable federal regulations, Army policies, and contract requirements.
  • Monitor employee training, certifications, and security compliance.
  • Coordinate operational planning, resource management, and contract-related travel.
  • Foster a collaborative, customer-focused environment while maintaining high standards of professionalism and service delivery.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university.
  • Minimum of eight (8) years of experience managing projects of similar size and scope.
  • Demonstrated experience managing large Government programs and geographically dispersed teams.
  • Familiarity with Government policies and procedures.
  • Strong analytical, organizational, and time management skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • U.S. citizenship required.
  • Ability to obtain and maintain all required Government background investigations, credentials, and installation access.

Preferred Qualifications

  • Experience supporting Department of Defense or U.S. Army programs.
  • Experience managing personnel supporting DEERS, RAPIDS, CAC, or military personnel programs.
  • Experience overseeing quality management systems and performance metrics.
  • Experience managing firm-fixed-price federal service contracts.
