Proposal Summary:The OBO Construction Management & Engineering Support Services (CM&E SS) contract provides professional construction management, engineering, inspection, project controls, scheduling, risk management, cost estimating, and related technical services supporting OBO's worldwide facilities design and construction program. Services may be performed at OBO headquarters in Rosslyn, Virginia, at domestic support locations, or at overseas diplomatic facilities during project planning, design, and construction phases.
The contract supports the delivery, renovation, modernization, assessment, and maintenance of U.S. diplomatic facilities worldwide, including embassies, consulates, annexes, utility infrastructure, and other secure government facilities.
**Please note: Only U.S. citizens with a current Secret security clearance are eligible to apply.**Position Summary:The Program/Management Analyst provides analytical, operational, and program management support for OBO's worldwide facilities design and construction program. The Program/Management Analyst assists with program reporting, performance tracking, data analysis, resource planning, process improvement initiatives, and management support activities to facilitate informed decision-making and successful program execution.
This position supports the coordination of activities across multiple projects, stakeholders, and functional disciplines throughout the project lifecycle.
Responsibilities:- Collect, analyze, and report program performance data to support management decision-making.
- Develop reports, dashboards, metrics, presentations, and executive briefings.
- Monitor program activities, milestones, deliverables, and action items.
- Support program planning, resource coordination, workload assessments, and staffing analyses.
- Maintain databases, records, performance metrics, and management tracking systems.
- Analyze project and program trends and provide recommendations for operational improvements.
- Support development and implementation of management policies, procedures, and best practices.
- Coordinate activities among project teams, technical personnel, contractors, and government stakeholders.
- Assist with program documentation, correspondence, briefing materials, and meeting coordination.
- Support risk tracking, issue management, and performance monitoring efforts.
- Conduct research and data collection to support program objectives.
- Perform other program and management support functions as assigned.
Qualifications:Required- Bachelor's degree in Business Administration, Public Administration, Management, Engineering, Construction Management, Project Management, or a related discipline from an accredited institution.
- Minimum seven (7) years of experience supporting program management, management analysis, project management, construction management, engineering programs, or related functions.
- Possess a minimum Final Secret Security Clearance.
- Demonstrated experience preparing reports, analyses, presentations, and management briefings.
- Strong analytical, organizational, and problem-solving skills.
- Advanced proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
- Excellent verbal and written communication skills.
Preferred- Project Management Professional (PMP) certification.
- Experience supporting federal programs or construction programs.
- Experience supporting overseas programs and projects.
- Familiarity with project controls, scheduling, risk management, or construction management functions.
- Experience supporting executive-level reporting and program performance management.
