OverviewThe Program Finance Manager is part of the Global Programs Finance Team and works closely with Program Staff, Contracts, Global Human Resources, and Jhpiego's Country offices to ensure accurate financial, contractual, and administrative reporting for a portfolio of smaller awards, generally under $1 million.
The Program Finance Manager will primarily provide financial management and compliance oversight for assigned smaller awards. This includes award start-up, budget management, financial monitoring, donor reporting, invoicing, subaward tracking, close-out, and coordination across program, country finance, contracts, and HQ finance teams.
The Program Finance Manager ensures award financial files, systems, reports, and supporting documentation are accurate, complete, audit-ready, and compliant with Jhpiego accounting practices and donor rules and regulations. The role requires strong attention to detail, timely follow-up, and the ability to manage multiple awards with varying donor requirements, timelines, and reporting needs.
ResponsibilitiesFinancial Management- Manages financial oversight for a portfolio of smaller awards, generally under $1 million
- Tracks award budgets, obligations, expenditures, burn rates, and remaining balances to support timely decision-making
- Maintains award-level financial files and documentation to support donor compliance and audit readiness
- Coordinates with program, contracts, country finance, and HQ finance teams to resolve award-specific financial issues
- Supports award start-up by reviewing approved budgets, donor reporting requirements, invoicing schedules, compliance obligations, and financial handover materials
- Supports budget revisions, realignments, and award modifications for assigned smaller awards
- Identifies under-spending, overspending, delayed spending, or compliance concerns and escalates issues as needed
Financial Monitoring & Analysis- Performs routine budget-to-actual analysis, burn-rate review, pipeline review, and variance follow-up for assigned awards
- Reviews expenditures for allowability, allocability, reasonableness, and alignment with approved budgets and donor requirements
- Reviews and reconciles subrecipient invoices and supporting documentation, where applicable
- Monitors financial expenses of sub-grantees against obligations and established budgets, following JHU high-risk sub procedures as applicable
- Responds to internal and external audit requests related to assigned awards
- Performs award-level accounting reconciliations and financial non-payroll transfers in SAP as needed
Reporting- Maintains a reporting calendar for assigned awards to ensure timely submission of invoices, financial reports, and close-out documentation
- Prepares and/or reviews donor financial reports, invoices, and supporting schedules for assigned awards
- Coordinates with program teams to ensure financial reports align with award implementation progress and donor requirements
- Ensures reports are accurate, complete, supported, and compliant with donor and Jhpiego requirements
Capacity Building & Training- Provides guidance to program, country finance, and partner teams on award financial requirements, budget monitoring, documentation standards, invoicing, and reporting expectations
- Supports onboarding and day-to-day coaching for staff involved in smaller-award financial management, including review of budgets, financial monitoring, expense reports, and invoices
Proposal Inputs- Supports budget development for smaller proposals and award modifications
- Reviews proposal budgets and budget notes for accuracy, completeness, adequate staffing, and alignment with donor requirements
- Provides input on cost assumptions, staffing, subaward budgets, and operational costs
- Reviews new award documentation before signing for financial feasibility, reporting requirements, and compliance considerations
- Participates in NPD handover meetings for new smaller awards and summarizes key financial requirements for implementation teams
Country/Project Support- Supports financial start-up, implementation, and close-out for assigned smaller awards
- Coordinates with country and program teams to resolve award-specific financial questions
- Prepares final financial reports and supports close-out reconciliations accurately and on time
- Tracks close-out requirements, final invoices, accruals, obligations, remaining balances, and required supporting documentation
- Participates in award close-out meetings and leads assigned financial close-out activities
Award Start-Up, Close-Out & Team Support- May provide guidance, coaching, and technical support to junior finance staff, program staff, country finance teams, and partners, but does not have formal supervisory responsibility unless assigned
- Shares award-specific knowledge, information, and lessons learned to support consistent financial management across the smaller-awards portfolio
- Ensures timely communication of award risks, reporting deadlines, close-out requirements, and financial issues to relevant stakeholders
Required Qualifications- Bachelor's Degree with 5+ years' progressive experience providing financial management and oversight in international development program operations, including experience managing multiple grants, contracts, or cooperative agreements. Demonstrated experience managing a portfolio of smaller awards, preferably under $1 million, including budget monitoring, burn-rate review, donor financial reporting, invoicing, compliance review, and close-out.
- Intermediate knowledge of US GAAP, IFRS, FAR, and 2CFR200: Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
- In depth knowledge of USG donor agency regulations (i.e. USAID, CDC, DOD) and other donor agencies (UN, Global Fund, Private Foundations)
- Knowledge of cost accounting methods and practices applicable to management of private and federal monies
- Sub-contract and sub-agreement financial management experience
- Experience applying finance and accounting policies, procedures, and systems to ensure award-level compliance and audit readiness
- Demonstrates a leadership and management style that works in cooperation with others who represent a wide range of interests and needs
- Experience with international, non-profit organizations, as well as a multi-office, multi-national environment
- Intermediate Knowledge of international taxation, banking, regulatory and reporting environment
- Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
- In depth knowledge financial software applications, databases, spreadsheets, and/or word processing required.
- Strong coordination skills and ability to follow up across program, finance, contracts, country office, and partner teams
- Effective communicator with ability to communicate organization's direction and ability to motivate others with strong, honest leadership
- Strong problem solving skills
- Ability to manage a high volume of smaller awards and competing deadlines with accuracy, consistency, and timely escalation of issues
- Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment
- Ability to travel internationally, particularly to low-resource settings, to provide training, audit support, etc.
- Field experience especially in developing countries
- Advanced Excel skills required
- Experience maintaining award-level documentation, reporting calendars, invoicing schedules, and close-out trackers
- Prior supervisory, coaching and training experience a plus
- Ability to travel up to 10% of the time.
Preferred Qualifications- Finance related with 7+ years of experience.
