Position Summary:The Project Cost Controls Manager is responsible for the financial planning and support of Modernization programs at Kingsport, TN and Radford, VA. This individual will focus on the establishment and management of cost baselines, financial forecasting, and the application of Earned Value Management (EVM) to ensure the program remains financially viable and compliant with corporate and customer requirements. The Project Cost Controls Manager is a key member within Integrated Project Teams. This role will be conducted in an onsite (Kingsport, TN) format, with the individual periodically traveling to Radford, VA facilities as necessary.
Key Responsibilities
- Establish and maintain the project cost baseline, ensuring all work packages are accurately budgeted
- Maintain the Change Management process for each project, ensuring all approved budget modifications are communicated
- Monitor actual costs versus budgeted costs to identify trends and prevent overruns
- Develop the Estimate at Completion (EAC) and Estimate to Complete (ETC) forecasts
- Perform detailed variance analysis to explain discrepancies between actual spend and planned budget
- Use of EVM (Earned Value Management) processes to measure project performance
- Generate and interpret EVM curves (S-curves) to report on cost trends and projections
- Ensure all cost reporting adheres to BAE Systems internal financial controls and external regulatory standards
- Coordinate with the Finance department to ensure accurate charging, accruals, and resource costing
Required Skills and Education- Bachelor's degree in Finance, Accounting, Economics, or a related field and 8+ years of relevant experience (Master's and CCP or PMP certification is a plus) or Associate's degree in Finance, Accounting, Economics, or a related field and 10+ years of relevant experience
- Experience in cost engineering or project financial control, specifically within large-scale defense or complex engineering environments
- Advanced data analysis and financial modeling skills in Excel and Power BI
- Ability to translate complex project data into clear financial forecasts and risks
- Methodical approach to auditing costs and identifying the root causes of budget variances
- Ability to hold technical teams accountable for their spend and challenge inaccurate forecasts
