IntroductionThe Division of Transportation Systems Development (DTSD), Bureau of Project Development is looking to hire a Program & Policy Analyst Advanced (Project/Permanent) for our Local Programs. Headquarters for this position can be located throughout DTSD's state office buildings.This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms Madison office or the DTSD Waukesha office, WI offices at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.
Position SummaryThis position functions within the Bureau of Project Develpment's Alternative Contracting and Local Program Section. This position supports the various engineering and policy activities involved in the many phases of Local Program development by evaluating, monitoring, maintaining, coordinating, and/or developing policies and guidance materials utilized in the delivery of Local Programs projects. The position functions as a liaison to statewide bureaus, regional Local Program teams, and Division of Transportation Investment Managment (DTIM) Local Transportation Programs and Finance Section. Responsibilities include statewide coordinative functions including work groups, stakeholder meetings, drafting and maintenance of Local Program project delivery materials, and other communication duties.
This position is responsible for performing advanced program and policy administration, planning, evaluating, analyzing, monitoring, and developing. Position includes program, project, and workflow planning. Responsibilities also include data auditing, report drafting, and day-to-day Local Program support including web authoring.
Salary InformationThis position is in schedule-range (07-03) with an
annual salary of $68,640 - $96,907, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job DetailsThese project/permanent positions have been authorized until May 2029. Project/permanent positions are eligible for all benefits (including paid time off) as well as civil service status. After successful completion of the 12 month probationary period (if applicable), employees in these positions will attain permanent status and will be eligible to transfer to other permanent positions similar to other permanent employees in state service. This allows employees to be considered for other similar positions when the project position approaches its expiration date.
QualificationsQualified applicants will have training/education and/or experience with all the following: - Experience working on teams involving multiple diverse stakeholders with different goals/objectives.
- Experience working with computer technologies (such as spreadsheet, word processing, and presentation software or comparable) used for issue development, reporting, and/or evaluation.
- Experience with project management or program management.
In addition to having all the above, well qualified applicants will have professional experience with at least one of the following: - Experience with interpreting and applying regulatory materials, statutes and/or polices.
- Experience with performing data analysis.
- Experience working on transportation projects.
- Experience posting and/or updating information on websites.
- Experience developing manuals and/or training programs.
