Program Analyst
The Opportunity:
As a federal acquisition management professional at Booz Allen, you will apply your knowledge and expertise in the Warfighting Acquisition System (WAS) to advance the National Defense Strategy and support client strategic goals and mission. Your work will focus on Department of War (DoW) acquisition and procurement transformation initiatives to acquire and deliver innovative and effective capabilities, solutions, and services to the warfighter.
You will serve as a Program Analyst, providing direct support to a Navy client and performing day-to-day program management, contract management, and general action officer functions by supporting program-related meetings and reviews. Youll prepare senior level briefs, general and Congressional correspondence, reports, program and acquisition documents and artifacts supporting milestones or phase decision reviews. Youll also track and monitor data calls and request for information. This position is located in Arlington, VA.
You Have:
36; 6+ years of experience in the DoW, Portfolio Acquisition Executive (PAE), or Program Management Office (PMO)
36; Experience preparing briefs, reports, various correspondence, responses to request for information such as POM PRR, Staffer Brief, Report to Congress, Congressional RFIs, DAES report, MSAR, Action Memo, and Acquisition Decision Memorandum
36; Experience developing and coordinating acquisition and procurement documents and artifacts throughout the acquisition lifecycle such as contract strategy, intellectual property strategy, solicitation package, acquisition plans, PRs, J&A, D&F, SOW, CDRLs, contract mods, PRs, TIs, 7300s, TARs, and PIDs
36; Experience with Microsoft Office 365 Suite applications such as Word, Excel, PowerPoint, Teams, and SharePoint
36; Ability to support inputs to POM, budget exhibits, spend plan submissions, and annual TY task planning and analyze and track budget allocations, obligations, expenditures, and contract execution
36; Ability to support program and technical meetings, reviews, and GAO and DoDIG audit engagements such as OIPT and WIPT meetings, PMRs, POM PRR, Contract Execution Reviews, Portfolio Capability Board Reviews, and Milestone or Phase Decision Reviews
36; Ability to review and edit written materials for accuracy, completeness, and compliance with statutory and regulatory requirements and guidance
36; Ability to analyze, interpret, and provide guidance on statutes, policies, and regulations such as 10 U.S.C., Authorization and Appropriations Bills, Executive Orders, DoW and DoN Instructions, FAR, DFARS, NMCARs, Class Deviations, DoW FMR, OMB Circulars, NIST, or NARA
36; Secret clearance

36; Experience supporting a new start, UON, MDAP or equivalent, Major System, or non-ACAT program
36; Experience with DoW AAF Pathways, governance processes, pathway selection or determination, and implementation of a single or use of multiple pathways or transition across acquisition pathways
36; Experience with DoW and DoN authoritative system of record such as PMRT, AMS, PIEE, RDAIS, NEPS, PBIS, Advana, or Navy ERP
36; Knowledge of DoW AI acquisition governance, digital, and data analytics such as GenAI, Microsoft Power Apps, and Power BI
36; Knowledge of Other Transaction Authority, multiyear procurement (MYP), Advance Procurement, Economic Order Quantity authority, and Commercial Solutions Opening
36; Knowledge of contract approach types, contract strategy, contracting methods, contract types, and international acquisition and exportability
36; Knowledge of DoW or DoN task management and correspondence management policies, guidance, processes, systems, and tools such as CATSM or ETMS2
36; Ability to pay strict attention to detail
36; Possession of excellent analytical, problem-solving, and organizational skills
36; Possession of excellent verbal and written communication skills
Clearance:

Salary at Booz Allen is determined by various factors, including but not limited to location, the individuals particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,600.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allens total compensation package for employees.
