The primary purpose of this position is to provide program management support/execution of programs assigned to the Plans & Program Branch, e.g., annual Program Objective Memorandum (POM), Military Construction (MILCON), and Non-Appropriated Funds.
DutiesHelp
- Prepares detailed plans, budgets, and schedules for assigned programs and/or participates with management in fiscal planning; responsible for coordinating and integrating Civil Engineer facilities plan and program requirements into the annual Program Objective Memorandum (POM).
- Prepares detailed plans and performs workload measurement, documentation, methods and procedures, and benchmarking for substantive processes and functions that are interrelated, to improve the efficiency of the Division and involving its "cradle-to-grave" program execution responsibilities related to facilities planning, programming, design, contract acquisition, construction management, and activation.
- Interprets, analyzes, and correlates large amounts of narrative and statistical information about workload and productivity, cost, schedule, performance data, and analyzes data to derive relationships involving system parameters, schedule and cost variation involving the Division's "cradle-to-grave" program execution responsibilities.
- Performs substantive information management reviews and/or studies involving "cradle-to-grave" program execution for several engineering teams with interrelated functions and responsibility for multiple and diverse facilities programs and various funding sources.

QualificationsExperience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in Civil Engineer cradle-to-grave program execution, including facilities planning, programming, design, contract acquisition, construction management, activation, and POM integration. Experience in developing plans, budgets, schedules, workload analyses, and process improvements for diverse facilities programs. Experience also includes analyzing cost, schedule, productivity, and performance data; applying applicable regulations and planning guidance; using CEMIS and ACES; and leading studies and recommendations to improve program efficiency and effectiveness.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge and understanding of Civil Engineer "cradle-to-grave" program execution, encompassing facilities planning, programming, design, contract acquisition, construction management, and activation processes, as well as an understanding of Civil Engineer organization functional disciplines, responsibilities, capabilities, workflow processes and applicable regulations, operating instructions, directives and policies.
- Knowledge of planning, programming, and budgeting instructions, guidelines, and processes.
- Knowledge and skill in operation of the Civil Engineer Management Information System (CEMIS) and the Automated Civil Engineer System (ACES).
- Knowledge of Air Force, command, and local regulations, policies, and practices applicable to Civil Engineer program execution.
- Knowledge and understanding of the interrelationships between multi-faceted service contracts (such as carpet and furniture system) and construction and renovation projects.
- Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the Division's efficiency and effectiveness of program operations.
- Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
- Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
