The primary purpose of this position is to serve as a command headquarters level senior program analyst, providing planning, directing, organizing, and exercising control over operational and deployment processes of the Operations and Readiness Reporting Branch.
DutiesHelp
- Directs, manages and performs operations planning, scheduling, readiness and execution activities in support of the Air Force Force Generation (AFFORGEN).
- Serves as planner, coordinator, and advisor for AFMC regarding Joint and Air Force contingency and crisis action planning and readiness activities/ processes.
- Serves as the Command's expert and advisor for the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) Program and related Joint and Air Force war planning and execution systems.
- Provide Global Force Management GFM decision support on issues related to the global availability of forces and risk and impact of proposed force changes on forces and capabilities.

QualificationsExperience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in directing and executing operations planning, readiness, and scheduling activities in support of Air Force Force Generation (AFFORGEN) and contingency operations. This includes advising on crisis action planning while utilizing the Joint Crisis Action Process (JCAP), Global Command and Control System (GCCS), and Joint Operation Planning and Execution System (JOPES). Experience also includes serving as the expert for the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) program, providing Global Force Management (GFM) decision support, and coordinating requirements across the Joint Staff, Air Staff, and combatant commands. Additionally,
experience in supporting Functional Area Managers (FAMs) on deployment processes, implementing safety regulations, driving process improvements, and delivering clear, strategic briefings to senior leadership.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge and understanding and working knowledge of the Joint Crisis Action Process (JCAP), Global Command and Control System (GCCS), and GCCS AF. Experience with and understanding of the Joint Operation Planning an Execution System (JOPES) and expert knowledge with and understanding of the AF Deliberate and Crisis Action Planning and Execution Segments (DCAPES).
- Knowledge of the structure and relationships that exist between the Joint Staff, the Air Staff, the combatant commanders, the component commanders, the AEF Center, the AF MAJCOMs and AF bases in conducting Joint and AF planning. Ability to develop instructional products and deliver briefings and training in an effective manner.
- Knowledge of AF organizational structure and the role of deliberate and crisis planning within each. Understanding of AFMCs unique relationship within the standard AF MAJCOM/base structure to include, understanding the dual roles of AFMC bases as AF bases and also product, tests and logistics centers.
- Knowledge of safety and security regulations, practices, and procedures.
- Skill in understanding and working knowledge of the AF Force Generation concept and principles, to include understanding the AFMC role in the planning and execution of deployment operations. Working knowledge and understanding of the role and activities of the AF functional area managers (FAMs) to include expertise in operational processes necessary for FAMs to execute their duties.
- Ability to communicate effectively, both orally and in writing. Working knowledge of processes identification and documentation, including process improvement.
