- As a Program Analyst, the incumbent is responsible for the meticulous hands-on execution, tracking,and obligation of the directorate's funds.
- The incumbent constantly analyzes and evaluates the progress and performance of directorate programs against financial milestones.
- The incumbent is tasked with analyzing trends, forecasting, and oversight-level monitoring of budgetary activities to ensure ongoing fiscal accountability and efficiency.
- The incumbent serves as a key liaison for all budgetary matters, representing the directorate, advocating for, and coordinating with stakeholders to meet its resource needs.
- Spearheading cross-functional collaboration across multi-level teams to define and execute complex Information Technology and Cyber contractual requirements.
- Directing comprehensive financial tracking, burn- rate analysis and funding projections to ensure seamless contract execution.
- Executing the end-to-end contract lifecycle by bridging technical requirements with resource management to ensure full funding alignment.
- Advising Leadership on contractual and contractor effectiveness, fiscal health, and regulatory compliance for all acquisition requests.
- Consulting regularly with technical and resource management specialists within the directorate and with customer organizations to assess the status of individual projects.

- The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- This is a Drug Testing Designated Position. Incumbent must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter. Incumbent is required to sign a DA Form 5019-R.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
- The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:
GG-9: 1. Assisting with budget execution and financial management activities, 2. Maintaining records of funds received, 3. Tracking obligations and expenditures through automated financial systems; and 4. Reviewing financial records and supporting documentation for accuracy.
OREducation for the GS-09 Level: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, statistics, computer science, software engineering, etc.
ORCombination of Education and Experience for the GS-09 Level: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GG-11: 1. Performing budget and program analysis to support the execution and control of organizational funds, 2. Maintaining records of funds received or expended; 3. Tracking resource utilization across multiple funding lines, and 4. Reviewing and processing funding requests.
OREDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, with a major study in Knowledge Management, Information Science, Library Science, Information Technology, Business Administration, Organizational Development, Communications, or other fields directly related to the position. ORCOMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
GG-12: 1. Performing budget and program analysis for complex organizations, 2. Developing and managing systems to monitor funds received, obligated, and/or expended, 3. Analyzing financial trends and forecasting funding requirements, 4. Advising leadership on the financial impact of program changes and proper fund utilization, and 5. Preparing and presenting detailed financial reports and briefings.
