Full Job Description
Position Overview
Our company is recruiting an experienced Professional Qualification Evaluator (PQE) to support the U.S. Coast Guard (USCG) National Maritime Center (NMC) Mariner Credentialing Program under a professional services task order. The NMC issues Merchant Mariner Credentials (MMCs) to qualified U.S. mariners. As a PQE, you will work as part of the NMC's Professional Qualification Evaluation Branch, evaluating, screening, and processing mariner applications in accordance with NMC Mission Management System (MMS) documentation.
PQEs verify that applicants meet all general application and professional requirements for the endorsements sought, and recommend action on each request. Only Government personnel approve and issue MMCs; your evaluations support the designated Government reviewer's decision.
Key Responsibilities
Evaluate mariner applications and supporting documentation to confirm security and regulatory requirements are met and materials are accurate and complete.
Verify sea service, tonnage, routes served, training and course completion, and competence assessments against documented standards.
Confirm basic application requirements, including fees, and process unique applications (such as non-resident alien and academy applications) per MMS documentation.
Determine whether additional information or medical review is required.
Recommend Approved to Print, Approved to Test, or Awaiting Information, and document each transaction in the Merchant Mariner Licensing and Documentation (MMLD) system.
Complete each evaluation within two business days of assignment and respond to mariner inquiries within two business days; notify the Government reviewer of any delay.
Maintain positive control of assigned files and produce any file within one hour of request.
Meet production standards of 80-87 units of work per pay period with an error rate not exceeding 9%.
Participate in team meetings and on-the-job training to keep current on policy and maintain quality.
Required Training & Certification
Documented successful completion of Level I, Level II, and Level III Professional Qualification Evaluator training courses provided by the Government.
Required Proficiency
Proficiency as a Level III Professional Qualification Evaluator.
Level III proficiency is verified through documented experience reviewing units of work with a demonstrated error rate below 9%. The Government verifies this using procedure MCP-WI-NMC5-101 (07), "PQEB Evaluator Process to Check Production."
Your resume should show: completion dates for Level I, II, and III training; where you performed PQE work and how long at Level III; and your documented error rate and production.
Preferred Qualifications
Prior experience as an NMC contractor evaluator or in USCG mariner credentialing.
Pay Range: $125,000 - $140,000 per year
