Description of JobAbout the Work UnitThe Major Projects Team in Durango oversees and manages Region 5's Major Projects design, clearance coordination, advertisement and construction. Major Projects may be traditional Design-Bid-Build (DBB) or through an Alternative Delivery contracting method, such as Design-Build (DB), and Construction Management / General Contractor (CMGC). Regardless of the Delivery Method, this team ensures designs used meet the guidelines, standards and policies of the State of Colorado, the Federal Highway Administration and stay within the project scope and budget. Team ensures a successful advertisement, award, and contract execution. Construction activities include testing of materials, project inspection, quality assurance and control, documentation, authorization for contract payments, initiating and authorizing contract modification orders and monitoring financial status. This team also serves as a liaison with all in-house personnel, government officials, FHWA, local agencies, consultants and the public.
About the PositionThis position is a licensed engineer and is responsible for managing large, complex transportation projects that may use alternative contracting methods. Position serves as the construction lead, or Project Engineer, overseeing the administration of contracts, but will also support the development of projects for advertisement.
Your duties and responsibilities will include, but are not limited to, the following- Operate as the Chief Engineer's duly authorized representative in direct charge of the work and is responsible for the administrative and satisfactory completion of transportation projects under construction.
- Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local standards to the construction of transportation projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway surface treatment, drainage, irrigation, structures, etc.
- Certify that the Contractor's equipment, materials, workmanship, and products are in conformance with the contract, plans, and specifications by supervising, performing detailed inspections, and maintaining proper documentation.
- Develop and evaluate roadway construction plans using engineering design software.
- Prepare a complete and accurate account of project progress, pay quantities, project activities, correspondence, conditions, and problems.
- Support Major Projects through risk analysis, cost estimating and negotiation, schedule development/analysis, communication, coordination, investigation and other actions required for the successful delivery.
- Serve as a CDOT representative and provide expertise in meetings with public, local/state entities, businesses, railroads, special interest groups, and utilities.
- Organize meetings and communicate with CDOT personnel to exchange information, ensure timely responses/deliverables, and to request recommendations and clarifications regarding project development and design (Survey, Bridge, Environmental, Right-of-Way, Hydraulic, Traffic and Maintenance).
- Participate on committees, task forces, and steering committees to help CDOT implement improvements and meet department goals.
- Provide direction and resolve conflicting alternatives requested by specialty units. Perform project scheduling and coordinate multiple project efforts to meet advertisement dates and direct personal and residency efforts to make the various schedules and budgets work.
- Support or lead the Major Projects Team through the development of plans, alternatives comparison and technical criteria development.
- Manage the work of consultants and local agencies in order to accomplish project completions.
- Train and mentor less experienced project staff and consultants.
- Other job duties as assigned.
Work Environment- Your schedule will be primarily Monday - Friday with opportunity for a flexible schedule, depending on the assignment and project needs.
- After a training period, you may work a hybrid schedule with a combination of in-office and remote work, except as required for on-site construction administration.
- Approximately 60% spent in the field, 40% spent in the office, but as determined by the overall project schedule.
- Regular travel required during work hours throughout the Region for project related activities, site visits, meetings and committee attendance
- Overnight travel throughout Colorado to meetings and training, approximately 5%
- Overnight travel throughout Colorado to projects throughout the Region and meetings as they align with the Project needs and location, approximately 60% (aligning with field duties)
- Required to operate CDOT vehicles
- May be required to work on night projects as needed and be called out for project related issues
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMinimum Qualifications- Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors

- Current, valid licensure as a Professional Engineer from another U.S. state's Board of Licensure. If meeting qualifications with an out-of-state PE license, it would be a condition of employment to obtain your Colorado PE license within six months of hire.

- Knowledge and experience with the CDOT Design Manual, AASHTO Design Guides, CDOT Materials Manual, CDOT Project Development Manual, CDOT Standards & Specifications Manual, CDOT M&S Standards, CDOT Construction Manual, MUTCD, Public Rights-of-Way Accessibility Guidelines (PROWAG), and other industry design standards.
