Duties Description
The incumbent may be assigned to the Project Management Bureau or the Contract Administration Bureau.

Typical duties of the selected candidate in the Project Management Bureau may include, but are not limited to:
• Serve as an Office of Construction liaison to one or more Regions.
• Perform quality assurance reviews of active construction projects and prepare associated reports.
• Provide support to regional construction groups by answering technical questions, interpreting specifications, and facilitating timely communication.
• Provide contract administrative support including review and approval of time extensions, overtime dispensations, and value engineering change proposals.
• Interpret contract documents and resolve differences in interpretation. Coordinate and prepare official issuances related to specifications, construction inspection guidance, and policies for general engineering.
• Provide technical trainings and presentations to various groups as needed.
• Mentor subordinate engineers and/or technicians.
• Participate in the review and resolution of construction contract disputes.
• Review construction change orders submitted by regional offices for adherence to both project specific and general departmental specifications and standards.
• Serve as the working level contact with the Office of the State Comptroller concerning change orders and respond to their requests for more information in a timely manner.
• Complete special assignments as needed.

The selected candidate in the Contract Administration Bureau will be the primary subject matter expert for e-Construction and Civil Integrated Management (CIM). Duties may include, but are not limited to:
• Lead the construction program's efforts to adopt CIM and BIM (Building Information Modeling) into its project delivery and business practices.
• Identify and lead adoption of best practices for the use of 3D/4D/5D modeling throughout the lifecycle of a project.
• Develop and deliver training to advance e-Construction and CIM throughout the Department's Construction Program.
• Investigate, implement, and manage construction automation projects to upgrade and enhance construction management processes and/or software.
• Provide support for software currently deployed such as SiteManager, Business Intelligence, Construction Tracking System, etc.
• Work in a collaborative manner with Main Office and Regional staff to ensure success of projects and statewide consistency.
• Represent the Office of Construction when dealing with other program areas; state agencies and authorities; industry; federal and local governments; and other stakeholders.
Complete special assignments as needed. Effective written and oral communication skills and occasional travel are required.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Open Competitive:
Either 1. A New York State Professional Engineer's license and current registration and a qualifying bachelor's degree or higher as listed below;
Or. a New York State Professional Engineer's license and current registration and one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. All interested promotional candidates must complete their online application here: New York State Career Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:
Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

It is your responsibility to be knowledgeable of any restrictions that are based on law or regulation, as well as those that relate specifically to your area of professional competence.
2. Continued employment as a Professional Engineer 1 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title. Applicants must be currently authorized to work in the United States on a full-time basis.

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. The starting salary for this position is $98,298. This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location.
The maximum compensation for this position is $122,252. This amount is comprised of the standard job rate of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location.
In addition, a Mid-Hudson Adjustment of $2,000 or a Downstate Adjustment of $4,000 may also apply depending on the location of the position.
