Procurement Quality Engineer-Procurement Quality Engineer will support a multi-year construction project involving significant civil, mechanical, and electrical construction, including grading, storm drainage, demolition, earthwork, ductbanks, firewater, service water, process piping, electrical systems, and associated site infrastructure.
Duties:- Perform Procurement Quality activities supporting acquisition of materials, equipment, components, and services for the project.
- Ensure procurement quality activities comply with the project Quality Management System (QMS), applicable ASME NQA-1 requirements, DOE Order 414.1D, project procedures, and contractual requirements.
- Review purchase requisitions, purchase orders, procurement specifications, supplier submittals, and other procurement documents for appropriate quality requirements.
- Verify applicable technical, quality, documentation, inspection, testing, traceability, and acceptance requirements are incorporated into procurement documents.
- Support supplier qualification and evaluation activities to verify suppliers have the capability to meet applicable quality and technical requirements.
- Perform and/or support supplier audits, surveillances, source inspections, and assessments as required.
- Review supplier quality plans, procedures, certifications, inspection records, test reports, Certificates of Conformance, Certified Material Test Reports, and other supplier documentation.
- Coordinate source surveillance and inspection activities based on procurement requirements, supplier performance, and project risk.
- Monitor supplier quality performance and identify adverse trends, recurring deficiencies, and conditions requiring corrective action.
- Initiate and/or support supplier NCRs, CARs, corrective actions, and resolution of procurement quality issues.
- Coordinate supplier quality issues with Engineering, Procurement, Quality Control, Receipt Inspection, Materials Management, Construction, and suppliers.
- Support resolution of deviations, substitutions, nonconforming materials, and supplier documentation deficiencies.
- Interface with Receipt Inspection to ensure applicable procurement requirements, inspection criteria, documentation, and material traceability requirements are available at receipt.
- Maintain complete, traceable, and auditable procurement quality and supplier records.
- Support project audits, surveillances, assessments, and turnover activities related to procurement quality.
Skills/Experience: - Minimum 5 years of procurement quality, supplier quality, Quality Assurance, Quality Control, engineering, or related experience supporting industrial, DOE, nuclear, or other highly regulated projects.
- Working knowledge of ASME NQA-1 requirements and DOE Order 414.1D.
- Experience reviewing procurement documents for technical and quality requirements.
- Experience with supplier qualification, supplier oversight, source inspection, procurement quality, or receipt inspection.
- Ability to read and interpret purchase orders, specifications, drawings, data sheets, codes, standards, and supplier documentation.
- Knowledge of material traceability, Certificates of Conformance, Certified Material Test Reports, inspection/test documentation, and quality records.
Preferred Qualifications: - Bachelor's degree in Engineering, Construction Management, Quality, Engineering Technology, or a related technical field.
- Previous Procurement Quality Engineering or Supplier Quality experience on DOE or nuclear projects.
- NQA-1 Auditor or Lead Auditor certification.
- AWS Certified Welding Inspector (CWI), ASNT Level II/III, or other technical inspection certification applicable to procured commodities.
- Experience performing supplier audits, source surveillances, or vendor assessments.
- Experience with supplier NCRs, corrective actions, commercial-grade dedication, or other nuclear procurement quality processes.
- Previous Savannah River Site or other DOE site experience.
