As a Procurement Engineer Coordinator for PCL Industrial Constructors Inc. in Edmonton, Alberta (Industrial), you'll have the opportunity to assists project manager(s) with overall administrative functions and duties on one large or several smaller projects/scopes with increased accountability to manage contacts, costs, and schedules for a complete project/scope cycle, usually for specific trades or areas.

Responsibilities
• Reviews prime contract documents (including specifications and drawings), project requirements, codes, standards, and subcontract details to develop checklists and provide guidance to support technical procurement and receipt inspection activities.
• Supports nuclear quality activities related to procurement and subcontracted work, ensuring compliance with regulatory, contractual, and quality requirements.
• Supports the development, implementation, and continuous improvement of quality management systems, subcontract management processes, and related procedures.
• Evaluates, prequalifies, and maintains supply chain partners to develop and maintain approved supplier/subcontractor lists. Develops and maintains effective supplier and subcontractor relationships, and conducts site visits and surveillances to verify compliance with quality requirements. Manages subcontractor and supplier feedback.
• Assists with bid preparation, RFP development, and tender package issuance, and liaises with Finance and Administration to ensure compliance with contract requirements.
• Develops bid evaluations, technical compliance assessments, recommendation-for-award packages, and supports subcontract negotiations and award activities.
• Administers and oversees subcontracted scopes, including defining work scope, evaluating qualifications, responding to inquiries, monitoring progress, and supporting closeout.
• Collaborates with project management, procurement, finance, and administration teams to ensure compliance with contractual, technical, quality, and commercial requirements.
• Coordinates project personnel access, training, and user support related to procurement and subcontract administration processes.
• Supports jurisdictional, regulatory, customer, and internal audits, as well as the collection and review of supplier and subcontractor performance feedback.
Qualifications
• 5+ years of experience in construction in an operational role preferred.
• A post-secondary diploma or degree in construction management or engineering preferred.
• Extensive knowledge of technical procurement, construction equipment and techniques, drawings and specifications, project health, safety, and environment (HSE), quality, building materials, and required standards as per discipline.
• Extensive knowledge of means and methods and construction sequences.
• Advanced knowledge of construction law, building codes, and ASME Codes.
• Ability to formulate subcontracts and administer subcontracts and contract documents.
• Required knowledge of general construction methods and estimates, quality requirements, bonding and insurance.
• Demonstrates strong relationship management.
• Excellent written, computer, leadership, negotiation, communication and interpersonal skills.
• Proficiency with the Microsoft Office Suite.
