Full Job Description
What is the Opportunity?
Aecon U.S. requires a dedicated Procurement Business Analyst to convert fragmented procure-to-pay and project data into a reliable management system for EPC delivery. The role provides the analytical capacity, KPI ownership, reporting automation, and control visibility needed to identify cost, schedule, funding, vendor, invoice, and compliance risks before they affect project outcomes. This is an enabling role for Procurement Leadership and project teams, not a transactional buying position, and will create repeatable tools and standards that scale across the U.S. EPC portfolio.

What You'll Do Here:

Procurement Analytics and Reporting
  • Own and continuously improve executive-ready EPC procurement dashboards, scorecards, and reporting in Power BI and Excel, with clear definitions, accountable data owners, and documented refresh cycles.
  • Analyze spend, commitments, purchase orders, invoices, vendors, funding, periods of performance, cycle times, and closeout status to identify leakage, bottlenecks, savings opportunities, and cost or schedule exposure.
  • Provide recurring operating reviews and decision-focused analysis for Procurement Leadership, EPC project teams, Finance, Accounts Payable, Commercial, and executive stakeholders.
  • Establish and maintain a governed KPI framework covering sourcing pipeline, purchase-order cycle time, commitment coverage, invoice exceptions, vendor performance, funding utilization, open obligations, and closeout readiness.

Business Analysis and Process Improvement
  • Partner with stakeholders to define, validate, prioritize, and document business requirements, reporting needs, control gaps, and improvement opportunities across the EPC procure-to-pay lifecycle.
  • Translate business needs into practical data models, dashboards, process maps, controls, workflows, and operating procedures with clear ownership and acceptance criteria.
  • Perform root-cause and exception analysis; quantify business impact; and recommend corrective actions for procurement, invoice, vendor, funding, data-quality, and operational issues.
  • Support future-state process design, procurement transformation, change adoption, governance, audit readiness, corrective-action tracking, and continuous improvement.

Data Management and Business Intelligence
  • Extract, validate, cleanse, reconcile, and integrate procurement and project data from SAP and other approved enterprise sources, maintaining traceability to source records.
  • Develop maintainable Power BI data models, calculations, measures, visualizations, and executive dashboards that support drill-down from portfolio trends to actionable exceptions.
  • Use advanced Excel, PivotTables, Power Query, Power Pivot, lookup functions, data models, dashboards, and validation controls to automate repeatable analysis and reduce manual reporting effort.
  • Maintain data dictionaries, KPI and calculation logic, report inventories, ownership, refresh schedules, and standardized practices; monitor and resolve data-quality issues.

Procurement Performance and Support
  • Monitor commitments, purchase orders, vendor performance, invoice exceptions, open obligations, periods of performance, funding utilization, change exposure, and closeout status; escalate material exceptions with recommended actions.
  • Deliver spend, demand, and market analysis to support sourcing strategy, vendor management, budgeting, forecasting, cash-flow visibility, and procurement planning for EPC work.
  • Develop quantitative vendor and procurement performance measures, track action closure, and communicate findings, risks, and recommendations to technical, operational, commercial, and executive audiences.

What You Bring to the Team:

Required Qualifications
  • Bachelor's degree in Business Administration, Supply Chain Management, Finance, Data Analytics, Economics, Information Systems, Engineering, or a related field.
  • At least 3 years of directly relevant analytical experience; 5 to 7 years of progressively responsible experience preferred, ideally supporting project-based or capital-intensive operations.
  • Advanced Microsoft Excel and Power BI capability, plus experience extracting and reconciling data from SAP or another enterprise resource planning platform.
  • Demonstrated ability to structure ambiguous problems, validate data, quantify business impact, communicate with executives, and drive cross-functional actions to closure.

Preferred Qualifications
  • Experience in EPC, construction, engineering, industrial, nuclear, energy, federal contracting, or another regulated, project-driven environment.
  • Working knowledge of procurement lifecycle management, strategic sourcing, vendor performance, purchase-order administration, procure-to-pay, spend analytics, invoice reconciliation, commitments, funding, and periods of performance.
  • Experience with process mapping, workflow optimization, reporting automation, data governance, change management, and relevant professional certification.
  • Awareness of controlled-information, quality, cybersecurity, and audit obligations applicable to regulated work, including CUI, UCNI, NQA-1, and CMMC where relevant.
