HART is seeking a dedicated and proactive Procurement and Contracts Manager to join its team. Reporting to the Director of Procurement and Contract Administration, this position plays a critical role in managing procurement processes and contracts for various services, including design and construction, utilities, and professional services.

Job Duties & Responsibilities
  • Provide day-to-day procurement and contract management support, including addressing inquiries, identifying noncompliance issues, and drafting follow-up correspondence.
  • Develop solicitation packages that comply with federal and state regulations to meet project objectives.
  • Receive, secure, and record bids/proposals; assist in conducting public bid openings.
  • Conduct training for the Evaluation and Review Committee and reviews necessary documentation for contract amendments or change orders.
  • Analyze invoices for contract accuracy and recommended payment amounts.
  • Collaborate with project managers and other departments to prepare documents for presentations to the Change Control Committee, executive management, or the HART Board.
  • Coordinate with legal counsel on matters requiring legal review.
  • Audit contract procedures and respond to auditor inquiries.

Minimum Requirements
  • Bachelor's degree in Business Administration, Public Administration, Engineering, Construction Management, or a related field (relevant work experience may substitute for formal education).
  • At least three years of applicable work experience demonstrating substantive knowledge and understanding of procurement, design and construction, professional services, utilities, third party, and/or contract administration.
