Oneida ESC Group has an immediate opening for a Pricing Analyst in our HQ in Milwaukee, WI on a Hybrid Schedule

Key Responsibilities:
  • Develop compliant labor rates as prime contractor, JV partner, or subcontractor for proposals for various contract types, such as: Indefinite Delivery, Indefinite Quantity (IDIQ); Multiple Award Task Order Contracts (MATOC); Definitive Contracts; task orders
  • Analyze solicitations to determine cost submittal requirements. Interpret the RFP pricing requirements, build or refine cost estimating sheets to align with specific RFP instructions, formulate pricing solutions and cost estimates
  • Coordinate price proposals in response to government solicitations, RFPs, RFQs, and teaming partner requests, and coordinate with pursuit managers/project managers as well as teaming partners/subcontractors to meet submittal requirements.
  • Prepare price proposal submittals
    • Secure current and relevant indirect rates and apply to direct rates in cost estimate
    • Support requests for pricing data calls to teaming partners/subcontractors; review teaming partner/subcontractor pricing data for submittal compliance (i.e. payroll data and indirect cost data).
    • Support preparation of cost narrative describing methodology used in rate development consistent with company practices, policies and procedures.

o Examine and analyze whether cost data for labor, materials, supplies, equipment, and other expenditures are compliant to DCAA Cost Accounting Standards
  • Organize and compile backup documentation to support proposed labor rates.
  • Support preparation of cohesive and compliant price proposal submittal, including subcontractor rates and backup documentation, in an organized and logical manner.
  • Maintain and update MS Excel and MS Word templates used for price proposal responses.
  • Provide MS Excel templates for task order price proposal estimates. Assist PMs with proper use of template.
  • Review task order price proposal submittals to ensure use of correct contract rates.
  • Analyze contracts for relevant cost data, trends, historical data, work categories and other related information to help in the estimating process.
  • Prepare cash flow, gross profit and internal rate of return analysis for all proposals

Requirements

Minimum Requirements and Preferred Qualifications:
  • 5-10 years' experience in preparing federal price proposals required
  • Bachelor's degree in business, finance or a related field required
  • Experience developing labor rates for federal government bids/proposals, preferably for Department of Defense (DoD) - Army, Navy, Air Force, etc.
  • Knowledge of federal government/DoD contracting.
  • Experience with different contract types, such as Firm Fixed Price (FFP), Time and Material (T&M), Cost plus Fixed Fee (CPFF) and other contract types.
  • Experience with Adobe Acrobat and Microsoft Office Suite (Word, Excel, Outlook); advanced proficiency in MS Excel preferred (use of pivot tables, lookup tables, data sorting, etc.).
  • Excellent written and verbal communication skills; ability to read, analyze, and interpret Requests for Proposals (RFPs), Requests for Quotations (RFQs), and federal government regulations; ability to write a cost narrative; and ability to effectively present information in an organized and logical manner.
  • Excellent problem-solving skills with exceptional attention to detail and the ability to recognize errors and make necessary corrections.
  • Strong analytical, organizational, prioritization and time management skills; must be able to multi-task with a high degree of accuracy and detail in a fast paced, deadline-driven environment
  • Maintain the highest standards of personal and professional integrity and ethics
  • Effectively communicate with other functional organizations
  • Capable of working well under pressure and handling multiple contracts and deadlines simultaneously
  • Ability to appropriately handle sensitive information and maintain confidentiality with tact and composure.

Compensation: 75-90/Annually + Benefits
