Full Job Description
The Pre-Construction Manager role is to assist the Marketing, Estimating, Design Managers, in preparing lump-sum design/build and hard bids for clients. Pre-Construction Manager will primarily be responsible for setting up and maintain preconstruction project records, organize internal and external resources, create estimation/bid schedule, coordinate between departments, create bid/estimation winning strategy, analyzing assigned projects, and organize and review proposals. The GMPC will also be involved in the assisting the project team during the purchasing of subcontractors for awarded projects.

Duties and Responsibilities:
  • Responsible for setting up the estimate, estimate binder / digital file, invited subcontractors list, and solicitation invitation for preconstruction pursuits
  • Identify and solicit the "right" subcontractors for various preconstruction pursuits and ensure adequate subcontractor coverage in each scope of work
  • Ensure estimators are communicate "persistently" with subcontractors regarding involvement/interest in preconstruction pursuits and diligently follow up to review project scope and pricing prior to bid day
  • Review request for proposal/quote documents and assess resources and actions required to complete estimate and proposal.
  • Asses potential risks and recommend how to counter.
  • Review design documents and identify scope items with cost implications
  • Lead estimation and design teams for the estimates and proposals.
  • Analyze scope and identify opportunities for VECD and winning strategy.
  • Review estimates for all disciplines.
  • Review and finalize proposal documents.
  • Create preliminary project schedule including identifying critical pass based on design durations, permit durations, procurement durations and construction activities durations.
  • Actively review scope and quantity information with subcontractors in advance of bid day.
  • Identify and resolve design conflicts and missing information by preparing, tracking, submitting, and distributing preconstruction Requests for Information (RFI's).
  • Coordinate with other team members to ensure that "fringe" scopes of work are identified and properly included in estimates
  • Review design iterations, addendum, updates, etc. and identify changes in scope that may result in cost changes. Update internal documents to reflect the changes and adequately communicate said changes to subcontractors to ensure inclusion in subcontractor's pricing. Make sure subcontractors received updated design documents.
  • Spearhead post submittal preconstruction efforts including organize final estimate notebook, maintain pursuit documents/plans, notify subcontractors of pursuit outcome
  • Help identify and prequalify new subcontractors
  • Assist with the creation of preliminary preconstruction pursuit schedules
  • Assist with purchasing and issuance of subcontracts and purchase orders
  • Assist with conceptual estimating of preliminary preconstruction pursuits
  • Assist marketing & business development with the creation and submission of project proposals

  • 15 plus years of combined field and management experience preferred


The Pre-Construction Manager must be proficient in and be capable of training other employees in the use and execution of the following systems:
