Portfolio Manager
The Opportunity:

Join the Navy HR transformation effort, where you will help modernize Navy personnel systems, streamline business processes, and improve Sailor-focused HR service delivery. As a Business Analyst, you will execute business process reengineering (BPR) activities, partner with stakeholders across Force Management (FM) and Force Development (FD), and help drive the successful implementation of enterprise HR and IT modernization initiatives.

You Have:
  • 7+ years of experience in business analysis, including supporting technology or mission-driven programs
  • Experience with backlog management, including refinement, prioritization, and writing clear user stories and acceptance criteria aligned with Business-Analysis-Toolkit
  • Experience eliciting and documenting requirements and translating business needs into actionable functional specifications
  • Experience supporting Agile ceremonies such as sprint planning, backlog refinement, product demos, and elicitation sessions
  • Experience with federal portfolio management tools such as DITPR-DON, DADMS, or JUPITER
  • Ability to clarify requirements, discuss technical limitations, and support cross-team alignment
  • Secret clearance
  • Bachelor's degree in Computer Science or Management Information Systems


Nice If You Have:
  • Experience developing user personas, process diagrams, and business workflow documentation
  • Experience coordinating or contributing to product roadmaps, release planning, and long-term prioritization
  • Experience with enterprise tools such as Jira, Confluence, or similar platforms for story management and collaboration
  • Experience with quantitative or qualitative analysis techniques or BI or data driven decision support
  • Experience with cross-functional collaboration involving developers, product owners, QA, and mission SMEs, consistent across enterprise BA communications

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,600.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
