Job SummaryThe Portfolio Manager is responsible for the strategic oversight and performance of a portfolio of federal contracts, programs, and projects supporting the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Department of Defense (DoD), and other government customers. The Portfolio Manager provides leadership across multiple project teams, ensuring successful execution, financial performance, customer satisfaction, risk management, and business growth.
This position serves as a leadership role responsible for aligning portfolio activities with corporate objectives, maintaining strong customer relationships, identifying growth opportunities, and ensuring operational excellence across assigned projects. The Portfolio Manager is accountable for portfolio revenue, profitability, workforce planning, contract compliance, and long-term strategic positioning.
This position includes line-management and supervisory responsibilities. The Portfolio Manager provides leadership and oversight to assigned personnel supporting contracts within the portfolio.
Duties and Responsibilities- Provide oversight of an assigned portfolio of federal contracts and projects.
- Ensure successful project execution with emphasis on safety, quality, schedule, cost, customer satisfaction, and contractual compliance.
- Perform as the RSI representative for contracts within the portfolio.
- Maintain a working understanding of DOE, NNSA and DoD contract requirements, and ensure those requirements are being fully met.
- Ensure portfolio activities comply with applicable security requirements, including personnel security, facility access, information protection, controlled information, and contract-specific security provisions, in coordination with the Facility Security Officer and other responsible functions.
- Monitor portfolio financial performance, including revenue, profit, funding, backlog, forecasts, and financial risks with assistance from the RSI Project Management Office.
- Confirm that contracts have adequate funding and that expenditures remain aligned with authorized scope and funding limitations.
- Develop and implement portfolio strategies that support corporate growth objectives and customer mission priorities.
- Build and maintain strong customer relationships across DOE, NNSA, DoD, national laboratory, and other federal organizations.
- Identify and pursue organic growth, recompete, task-order, and adjacent-market opportunities within assigned customer accounts.
- Support capture planning, business development, teaming, and proposal efforts for strategic pursuits.
- Conduct regular portfolio reviews addressing performance, deliverables, staffing, funding, risks, security, compliance, and growth opportunities.
- Review customer feedback, performance metrics, and CPARS evaluations, and lead corrective or continuous-improvement actions when needed.
- Coordinate workforce planning with Recruiting, Human Resources, Security, Contracts, and Finance and Accounting.
- Oversee staffing strategies for key and critical positions, including candidate identification, selection, proposal support, onboarding, retention, and succession planning.
- Review and manage major subcontractors, team partners, independent-contractors, and consultants in coordination with Contracts and Finance.
- Develop and present portfolio performance reports, forecasts, risks, and recommended actions to executive leadership.
- Perform line-management responsibilities for assigned employees, including performance management, career development, employee engagement, and succession planning.
- Foster a culture of safety, accountability, collaboration, compliance, ethical conduct, and continuous improvement.
Location and Work Environment- Flexible location; preference for proximity to a DOE or NNSA site, including Albuquerque, New Mexico, Oak Ridge, Tennessee, Aiken, South Carolina, or Idaho Falls, Idaho.
- Monday through Friday during standard business hours, with occasional weekends and holidays as required.
- Ability to work efficiently and effectively from a home office.
- Ability to travel regularly to customer locations, company offices, conferences, and industry events.
Requirements and Education- Bachelor's degree in Engineering, Science, Business, or a related discipline.
- Minimum 10 years of experience managing portfolios, programs, projects, or contracts supporting federal government customers.
- Minimum 7 years of leadership experience overseeing multiple contracts, projects, or business units.
- Demonstrated experience managing DOE, NNSA, DoD, or other federal projects.
- Demonstrated understanding of DOE,NNSA and/or DoD contract requirements, including performance, reporting, quality, safety, security, records, and compliance obligations applicable to federal contract execution.
- Demonstrated understanding of federal and DOE/NNSA security requirements, including personnel clearances, site access, protection of sensitive and controlled information, and coordination with security professionals.
- Experience managing profit and loss, revenue forecasts, budgets, funding, backlog, and program financial performance.
- Experience supervising multidisciplinary teams.
- Proficiency with Excel, Word, Outlook, Deltek Costpoint, and project-management or scheduling software.
- Active DOE Q clearance or the ability to obtain and maintain one.
- Exceptional verbal and written communication skills, including technical writing for reports, executive briefings, and proposals.
- Strong strategic planning, business acumen, analytical capability, financial judgment, and problem-solving skills.
- Strong customer-relationship, interpersonal, team-building, and conflict-resolution skills.
- Ability to balance strategic priorities with operational execution and work effectively with limited direction.
- Ability to work additional hours as required to ensure commitments and deliverables are completed accurately and on time.
Preferred Qualifications- Experience managing a complex, multi-contract federal portfolio.
- Experience supporting multiple DOE sites, NNSA programs, national laboratories, or nuclear-security missions.
- Experience leading contract transitions, organizational growth initiatives, and corrective-action efforts.
- Experience developing long-term customer engagement and account-management strategies.
- Working knowledge of the FAR and familiarity with applicable agency supplements, federal contract types, contract clauses, funding limitations, changes, subcontracts, and contract-administration practices.
- Experience supporting business development, capture management, teaming, and proposal efforts.
- Experience with subcontract management and cross-functional coordination among Contracts, Finance, Accounting, Human Resources, Recruiting, and Security.
- Project Management Professional (PMP) certification preferred.
