Full Job Description
Amazon Customs and Trade (ACT), a licensed customs broker and subsidiary of Amazon, is seeking an experienced Program Manager to drive operational excellence and strategic execution across our U.S. customs brokerage operations. This individual contributor role sits at the intersection of compliance, process design, and cross-functional program delivery. You will translate deep customs expertise into scalable operational frameworks, measurable performance improvements, and streamlined workflows that support ACT's growing import volume and expanding customer base. Key job responsibilities

Develop and execute operational strategy for customs brokerage activities, including planning, automation initiatives, and process optimization across U.S. import operations

Design, refine, and standardize customs operating procedures in collaboration with operations, compliance, finance, and technology partners to build repeatable and reliable performance structures

Create and own program metrics to gauge performance, surface defects, and identify trends; translate data into actionable recommendations for senior leadership

Lead end-to-end program delivery for customs initiatives, including scope definition, milestone tracking, risk management, and stakeholder communication

Serve as a subject matter expert on U.S. CBP regulations, HTS classification, entry documentation, and trade compliance requirements, providing guidance that shapes operational decisions

Partner with product, technology, and business intelligence teams to identify and implement automation and tooling solutions that reduce manual effort and improve compliance outcomes

Coordinate cross-functional alignment across operations, legal, finance, and human resources to connect policies, standard operating procedures, and internal controls to measurable compliance improvements

Streamline communication and change management across stakeholder groups and operations teams in multiple geographies to prevent siloed work streams and ensure consistent execution

Identify continuous improvement opportunities and build mechanisms to institutionalize gains over time

A day in the life

The day typically begins with a review of program metrics: entry volumes, error rates, cycle times, and open action items from ongoing initiatives. From there, you might lead a working session with operations and technology partners to scope a new automation feature, then shift to drafting or refining an SOP based on a recent gap identified in the data. Afternoons often involve syncing with legal or finance on a policy change, reviewing a change management communication before it goes to field teams, or building a metrics brief for a senior leadership review. This role does not manage people directly; it manages programs, processes, and influence across a complex, high-stakes regulatory environment. The decisions you shape here affect thousands of import entries per day.

The team is building the infrastructure, tooling, and processes that define modern customs brokerage, and program managers here play a central role in connecting strategy to execution. You will work alongside customs brokers, trade compliance specialists, product managers, and operations leaders across a fast-moving, high-volume environment.

BASIC QUALIFICATIONS

- 4+ years of compliance program management, legal, governance, audit, risk/loss prevention, or equivalent experience

- Bachelor's degree or equivalent

- 5+ years of program or project management experience

- Experience owning program strategy, end-to-end delivery, and communicating results to senior leadership

- Experience developing operational processes and data insights

- 4+ years of experience in customs brokerage, import/export compliance, or trade operations

- Knowledge of U.S. CBP regulations, HTS classification, and import documentation requirements

PREFERRED QUALIFICATIONS

- 3+ years of program requirements definition and data and metrics leveraging to drive improvements experience

- Experience with SQL and Excel

- Licensed customs broker

- Experience in auditing, risk management, compliance, program management, or quality management systems

- Experience in creating process improvements with automation and analysis, or experience delivering results for large, cross-functional initiatives/projects

- Master's degree or equivalent

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
