Job Description:

Parsons is looking for a talented Permitting / Regulatory Compliance Specialist to join our team! In this role you will support the clients permit tracking, regulatory compliance monitoring, incentive compliance tracking, and construction permitting coordination functions for selected projects.

What You'll Be Doing
  • Maintain an independent tracking matrix of permits, approvals, licenses, and regulatory compliance milestones applicable to the project.
  • Independently verify the status of regulatory approvals and flag compliance gaps to project leadership.
  • Track requirements involving local building departments, state environmental agencies, OSHA, and other relevant federal, state, or local agencies.
  • Track compliance with conditions attached to public incentives or tax benefits, including prevailing wage requirements, local hiring commitments, and reporting obligations where applicable.
  • Support tax- and incentive-related activities to help maximize eligible benefits and maintain compliance with applicable programs, including Federal CHIPS, New York Green CHIPS, and OCIDA Sales and Use Tax Exemption programs.
  • Establish and maintain a framework for tracking incentive requirements, eligible costs, compliance obligations, and exemption registration and usage.
  • Review permit application packages prepared by the EPC Contractor or Construction Manager for completeness and accuracy, track status and approval timelines, identify permitting risks, and maintain permit logs.
  • Support the clients coordination with permitting authorities as directed, while not filing permits or interacting with regulatory agencies on the clients behalf without prior written consent.

What Required Skills You'll Bring
  • Bachelor's degree in environmental science, planning, engineering, construction management, public administration, or related field, or equivalent and 8+ years of related work experience.
  • Experience with construction permitting, compliance tracking, or regulatory coordination.
  • Strong ability to manage permit matrices, logs, and compliance documentation.
  • Familiarity with interactions among contractors, owners, and permitting authorities.
  • Strong attention to detail and communication skills.

What Desired Skills You'll Bring
  • Experience with incentive compliance or tax benefit tracking.
  • Familiarity with New York and/or Idaho permitting environments.
  • Experience supporting large industrial or advanced manufacturing construction programs.

This position is part of our Critical Infrastructure team.

Salary Range: $88,400.00 - $154,700.00
