Responsibilities:

  • Lead the development and execution of performance measurement, monitoring, evaluation, and reporting activities supporting PSYOP, OIE, and influence operations.

  • Develop performance frameworks, assessment methodologies, and reporting processes aligned with operational objectives, campaign plans, and leadership requirements.

  • Establish key performance indicators (KPIs), measures of performance (MOPs), and measures of effectiveness (MOEs) to assess operational impact and audience response.

  • Develop ROI assessments that link campaign investments, media expenditures, and operational activities to measurable outcomes, providing leadership with data-driven recommendations for resource allocation and future investments.

  • Collect, integrate, and analyze quantitative and qualitative data from multiple sources to evaluate campaign effectiveness and influence outcomes.

  • Develop dashboards, executive reports, briefs, and analytical products that provide actionable insights to leadership and operational planners.

  • Monitor audience engagement, media performance, behavioral indicators, and information environment trends to identify opportunities and risks.

  • Coordinate with planners, analysts, content developers, media teams, and operational stakeholders to ensure assessment activities support decision-making requirements.

  • Identify performance gaps, emerging trends, and operational insights and provide recommendations to optimize campaign execution and effectiveness.

  • Ensure reporting products are accurate, timely, actionable, and aligned with customer, mission, and leadership requirements.

Qualifications:

  • Bachelor's degree in Data Analytics, Communications, Marketing, Business, Statistics, Social Sciences, Information Operations, or a related field.

  • Minimum of 10 years of experience supporting performance measurement, assessment, reporting, strategic communications, influence operations, PSYOP, OIE, or related disciplines.

  • Demonstrated experience developing performance metrics, assessment frameworks, dashboards, executive-level reporting products, and ROI analyses.

  • Experience analyzing quantitative and qualitative data to assess operational effectiveness and support decision-making.

  • Ability to translate complex analytical findings into clear, actionable recommendations for senior leaders and operational stakeholders.

Desired Qualifications:

  • Master's degree in Data Analytics, Strategic Communications, Business Analytics, Information Operations, Behavioral Science, or a related field.

  • Experience supporting Special Operations Forces (SOF), Geographic Combatant Commands (GCCs), Joint Task Forces, or other Department of Defense organizations.

  • Active TS/SCI security clearance and demonstrated experience supporting assessment activities within complex operational and information environments.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
