Position Summary

The OSP Fiber Installation & Splicing Manager is responsible for overseeing the planning, coordination, execution, and quality of all outside plant (OSP) fiber installation and fiber splicing activities. This role ensures construction and splicing projects meet technical specifications, safety standards, and schedule requirements while managing field crews, contractors, and project stakeholders.

Key Responsibilities

Oversee day-to-day OSP fiber construction activities, including aerial, underground, and backbone builds.

Manage fiber splicing crews-ensuring proper fusion splicing, testing, labeling, and documentation.

Review construction drawings, splice diagrams, and engineering packages for accuracy and completeness.

Coordinate with internal engineering, permitting, and network operations teams to ensure project alignment.

Track project timelines, deliverables, and progress; identify risks and implement mitigation plans.

Ensure all fiber installation and splicing work adheres to industry standards (TIA/EIA, NEC, NESC).

Provide technical expertise for fiber optic troubleshooting, OTDR testing, power meter testing, and loss analysis.

Validate test results and oversee as-built documentation, redlines, and record updates.

Investigate fiber performance issues and coordinate repairs with field teams.

Supervise in-house and contract crews performing construction, cable placement, and splicing.

Train technicians in best practices for fiber handling, safety, splicing, and testing.

Evaluate contractor performance and ensure compliance with quality and safety requirements.

Support workforce planning, crew scheduling, and resource allocation.

Enforce OSHA, local jurisdiction, and company safety policies for all field activities.

Conduct field audits, safety briefings, and job hazard assessments.

Ensure compliance with environmental and right-of-way requirements.

Serve as a primary point of contact between construction teams, engineering, vendors, and customers.

Provide regular project updates to leadership, stakeholders, and cross-functional teams.

Support budgeting, cost tracking, and project closeout.

Qualifications

5+ years experience in OSP fiber construction, fiber splicing, or telecom field operations.

Strong understanding of fiber optic cable types, splice enclosures, OTDR testing, and network topology.

Proven leadership experience managing field crews or contractors.

Ability to read and interpret construction drawings, splice schematics, and utility maps.

Strong organizational, communication, and problem-solving skills.

Valid driver's license and ability to work in varied field conditions.

Preferred

Experience with permitting, traffic control procedures and municipalities with in the state

Certifications such as FOA CFOT, OSHA 10/30, or equivalent.

Experience with GIS, OSP design tools, or project management software.

Working Conditions

Role requires routine field work, including site visits, inspections, and after-hours support during cutovers or emergency repairs.

May require travel across regional construction areas.
