The Opportunity:

CACI is seeking a Principal Consultant specializing in Oracle Integration & API Engineering to support a major federal HR modernization program. In this role, you will design and deliver secure, scalable, and reliable integrations between Oracle Fusion Cloud HCM and key federal HR systems. You will work with significant independence and serve as a technical expert for integration engineering across the program.

This position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise.


Responsibilities:

  • Design, develop, and maintain integrations between Oracle Fusion Cloud HCM and federal HR systems (EHRI, eOPF, USA Staffing, USA Performance, Employee Express, MyPay).

  • Engineer bidirectional payroll integrations with federal shared service providers (NFC, DFAS, IBC, GSA) using HCM Extract and provider-specific data formats.

  • Build and configure integration flows in Oracle Integration Cloud (OIC), applying orchestration patterns, error handling, and retry logic to meet uptime SLAs.

  • Implement integration endpoints through the federal API Management (APIM) gateway using OAuth 2.0, REST/JSON, and OpenAPI 3.0.

  • Develop event-driven and webhook-based integrations supporting near-real-time data synchronization.

  • Create integration monitoring dashboards, alerts, and automated error recovery workflows to ensure timely resolution of issues.

  • Produce technical documentation, interface control documents (ICDs), data mappings, and OpenAPI 3.0 specifications.

  • Support FEHB Data Hub integrations for benefits carriers, including enrollment, reconciliation, and premium remittance workflows.

  • Collaborate with cybersecurity teams to ensure compliance with FIPS 140‑3 encryption, CUI protocols, and SCIM 2.0 provisioning.

  • Participate in SAFe Agile ceremonies, sprint planning, backlog refinement, and integration testing.

  • Build automated payroll comparison tools to support parallel testing during agency migration waves.

  • Analyze and resolve complex technical issues; mentor junior team members and support small technical initiatives within the integration team.


Qualifications:

Required: 

  • US Citizenship required; must be able to obtain and maintain a Public Trust clearance.

  • Bachelor’s degree and 7 years of relevant experience (additional experience may substitute for degree).

  • 7+ years of experience in integration development, API engineering, or middleware administration.

  • 5+ years of hands-on experience with Oracle Integration Cloud (OIC), Oracle SOA Suite, or similar enterprise integration tools.

  • Strong proficiency with REST APIs, JSON/XML, OAuth 2.0, and OpenAPI 3.0.

  • Experience with Oracle Fusion Cloud HCM APIs, HCM Extracts, HDL/HSDL, and BI Publisher.

  • Experience with SFTP, message queuing, and batch data exchange patterns.

  • Familiarity with CI/CD pipelines and Git for integration version control.

  • Ability to work within SAFe Agile teams and collaborate across technical and functional groups.


Desired:

  • 8+ years of experience in integration engineering with significant Oracle Fusion Cloud or Oracle ERP Cloud work.

  • Oracle Integration Cloud (OIC) or Oracle Cloud Infrastructure (OCI) certification.

  • Experience integrating with federal HR systems (EHRI, eOPF, USA Staffing, NFC, DFAS, Employee Express).

  • Familiarity with federal APIM gateway standards or FedRAMP integration environments.

  • Experience with webhook architectures and event-driven integration patterns.

  • Knowledge of federal HR data standards (EHRI XML, EDF/FDF/IDF, HR‑XML).

  • Scripting experience with Python, Groovy, or JavaScript.

  • Experience using OIC and OCI in enterprise HCM or ERP environments.
