Job Description:

GDIT is seeking an experienced Oracle Migration SME to lead a complex enterprise cloud migration from Microsoft Azure to Oracle Cloud Infrastructure (OCI).

 

This individual will be accountable for the end-to-end planning, coordination, governance, and execution of the migration, working across infrastructure, application, database, security, networking, architecture, operations, and business teams.

 

The Senior Project Manager/Technical SME will partner closely with technical leadership, application owners, cloud architects, Oracle, Microsoft, implementation partners, and business stakeholders to develop and execute the migration roadmap while minimizing business disruption and managing technical and operational risk.

 

The successful candidate will have demonstrated experience managing large-scale cloud  transformation programs involving application analysis, infrastructure dependencies, vendors, and business stakeholders for enterprise business system portfolio. Strong project governance, dependency management, executive communication, and migration/cutover experience are essential.

 

 

Duties and Responsibilities:

The candidate will be expected to provide the following technical support as outlined below:

 

  • Collaborating with the system federal and contractor PMs to develop a detailed phased migration plan, including timelines, risk mitigation strategies, and rollback procedures, to ensure secure and efficient migration with minimal disruption to operations.
  • Providing active oversight, specifically monitoring migration activities, including data transfer, application establishment, and system integration to track how interdependent systems are managed in the new environment.
  • Overseeing the configuration and provisioning of the target cloud environment in accordance with agency security and compliance requirements ensuring necessary security benchmarks and guardrails are established while maintaining data integrity and availability throughout the migration process.
  • Achieving secure decommissioning through the end of the migration lifecycle by decommissioning the legacy cloud environment preventing data leaks from orphaned legacy systems.
  • Managing the performance of post-migration validation, testing, and performance tuning. The SME shall evaluate whether cloud-native features (such as auto-scaling, managed databases, or serverless components) are performing efficiently.
  • Creating knowledge transfer documentation of the transition process including validation and documentation of cloud-native configurations 

 

Required Qualifications, Experience, and Competencies:

 

  • Extensive experience and knowledge with Azure and Oracle cloud providers.
  • Direct experience leading an Azure-to-OCI migration or comparable hyperscaler-to-hyperscaler cloud migration.
  • Experience with Oracle Cloud Infrastructure (OCI) services, migration methodologies, and cloud architecture.
  • Experience with Oracle technology and application platforms – Oracle Fusion - Financials, Enterprise Performance Management (EPM) and other Oracle databases/Exadata.
  • Experience and knowledge in principles and practices of software development lifecycle (SDLC).
  • Familiar with Microsoft .Net applications.
  • Experience working with MySQL database.
  • Experience with Extract/Transform/Load (ETL).
  • Excellent written and verbal skills.
  • Ability to provide guidance to a small team and to integrate as part of a larger team.
  • Ability to analyze complex data and present findings in a clear and easily understandable manner.
  • Ability to present recommendations for consideration and influence as needed.
  • Demonstrated experience working in a load-balanced environment
  • Understanding of IT practices, service management, governance frameworks, and industry standards (i.e., ITIL, ITSM, COBIT, ISO). 
  • Working knowledge of IT tracking tools, preferably ServiceNow.

 

Required Certifications: The candidate must possess the following current certifications:

 

  • OCI Architect Professional
  • PMP

 

Education and Experience Requirements:

 

  • BA/BS with 14+ years of directly related IT experience
  • Experience managing migrations involving enterprise ERP, financial, supply-chain, customer-facing, or other business-critical systems.
  • Understanding of cloud networking, identity and access management, security, observability, backup, disaster recovery, and high-availability concepts.
  • Experience with cloud financial management and FinOps practices.
  • PMP, PgMP, PMI-ACP, SAFe, Scrum, ITIL, Azure, or OCI certification.
  • Experience working within regulated or highly controlled enterprise environments.

 

The likely salary range for this position is $161,500 - $218,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
