General Summary
The Oracle APEX Developer II independently designs, develops, tests, implements, documents, maintains, and supports moderately complex Oracle Application Express applications used by BioBridge Global and its subsidiaries.
The position translates business and technical requirements into secure, scalable, reliable, maintainable, and user-friendly solutions using Oracle APEX, Oracle Database, SQL, PL/SQL, Oracle REST Data Services, Oracle Cloud Infrastructure, APIs, and related web technologies.
The Oracle APEX Developer II may own complete application modules or small to medium applications and is expected to work through the full software-development lifecycle with limited supervision. Responsibilities include requirements analysis, data modeling, technical design, application development, integration, testing, controlled deployment, production support, performance tuning, security, documentation, and lifecycle maintenance.
The position collaborates directly with business stakeholders, business analysts, developers, database administrators, cybersecurity personnel, quality personnel, infrastructure teams, project managers, vendors, and other Information Systems staff.
This is an on-premises position requiring regular physical presence at a BioBridge Global facility. Limited remote work may be permitted only when authorized by management and consistent with organizational policy and operational requirements.
BBG's existing Applications Developer II description assigns responsibility for application design, enhancement, implementation, troubleshooting, research, platform expertise, and mentoring of other developers.
Major Duties and Responsibilities
Essential Tasks
• Application and Database Development
• Independently design, develop, configure, test, implement, maintain, and support moderately complex Oracle APEX applications and application modules.
• Develop APEX forms, reports, Interactive Grids, dashboards, charts, calendars, approval processes, workflows, validations, dynamic actions, shared components, and administrative functions.
• Design normalized and appropriately structured relational data models that support application functionality, data integrity, reporting, security, and performance requirements.
• Create and maintain Oracle Database objects, including tables, views, materialized views, sequences, indexes, constraints, triggers, procedures, functions, packages, and scheduled processes.
• Develop reusable PL/SQL components and centralized business rules that promote consistency, maintainability, testability, and controlled access to data.
• Use advanced SQL techniques, including analytical functions, complex joins, subqueries, common table expressions, aggregation, and performance-conscious data retrieval.
• Develop responsive application interfaces using Oracle APEX Universal Theme, HTML, CSS, JavaScript, and approved user-experience standards.
• Develop and consume RESTful services and APIs using approved authentication, authorization, error-handling, logging, and data-protection practices.
• Integrate Oracle APEX applications with approved enterprise platforms, databases, cloud services, identity services, and external applications.
• Participate in application modernization, migration, redesign, and Oracle APEX version-upgrade projects.
• Requirements and Solution Design
• Work directly with business analysts and stakeholders to understand business processes, data requirements, controls, regulatory considerations, and expected outcomes.
• Translate approved functional and nonfunctional requirements into data models, technical designs, application components, interfaces, and deployment plans.
• Identify unclear, conflicting, incomplete, or technically impractical requirements and work with stakeholders to resolve them.
• Prepare application prototypes, user-interface mockups, data models, technical specifications, process flows, and implementation recommendations.
• Estimate assigned development work and communicate risks, assumptions, dependencies, and resource needs.
• Recommend practical solutions that balance business value, user experience, security, maintainability, supportability, performance, and delivery requirements.
• Testing, Quality, and Documentation
• Develop unit, functional, integration, regression, security, performance, and deployment test scenarios.
• Perform code reviews for development work of comparable or lower complexity.
• Document application architecture, database objects, business rules, interfaces, configuration, access roles, deployment steps, support procedures, and known limitations.
• Support formal validation, user-acceptance testing, corrective actions, and release-approval activities.
• Investigate defects, determine root cause, implement corrections, and confirm that changes do not adversely affect existing functionality.
• Ensure all work complies with approved development, testing, documentation, quality, and change-management standards.
• Security and Compliance
• Build applications according to secure software-development practices and BioBridge Global cybersecurity requirements.
• Design and implement authentication, authorization, role-based access, session-state protection, input validation, output encoding, audit trails, error handling, logging, and appropriate data controls.
• Apply least-privilege principles to application roles, database access, service accounts, integrations, and administrative functions.
• Participate in application security reviews, access reviews, vulnerability remediation, audit support, and risk assessments.
• Protect regulated, confidential, proprietary, donor, employee, patient, customer, laboratory, and organizational information.
• Identify and escalate security defects, unauthorized access, inappropriate data exposure, unsupported components, operational risks, or control weaknesses.
• Deployment, DevOps, and Production Support
• Prepare and execute controlled promotion of APEX applications, Oracle Database objects, scripts, static files, configurations, and REST services through approved environments.
• Use Git and approved source-control practices for application exports, database scripts, documentation, configuration, and other development artifacts.
• Participate in improving repeatable migration, release, and deployment practices.
• Create implementation, validation, rollback, and post-deployment verification plans.
• Provide production support and resolve application incidents, defects, interface failures, data issues, and performance problems.
• Analyze SQL and PL/SQL execution and recommend indexing, query, data-model, or application-design improvements.
• Participate in scheduled after-hours deployments, maintenance, incident response, and production support when required.
• Collaboration and Mentoring
• Serve as a subject-matter resource for assigned Oracle APEX applications or functional areas.
• Provide technical guidance, code-review feedback, and informal mentoring to Oracle APEX Developer I personnel.
• Share reusable components, lessons learned, development patterns, troubleshooting guidance, and technical documentation with the development team.
• Collaborate with senior developers and technical leads on architecture, integration, security, performance, and application-lifecycle decisions.
• Research and evaluate new Oracle APEX, Oracle Database, OCI, integration, and web-development capabilities.

Education
Required Minimum Education
Bachelor's degree from an accredited college or university in Computer Science, Information Systems, Information Technology, Software Engineering, Engineering, or a closely related field.
Preferred Education
Bachelor's or master's degree with advanced coursework in software engineering, database systems, information security, cloud computing, systems integration, data management, or enterprise application development.

• Experience developing or consuming REST APIs and working with JSON or comparable integration formats.
• Experience using source control and participating in structured testing, deployment, change-management, and production-support processes.

• Four or more years of Oracle APEX application-development experience.
