Summary: Acting under the authority of the C-17 TS Operations Program Manager and ATS TSSC Manager, the C-17 TS (MTS) Training Service Support Center (TSSC) Manager is responsible for all aspects of MTS TSSC Operations.Oversees all phases of MTS TSSC programs from inception through completion. Acts as the primary customer contact for applicable MTS TSSC program activities, leading program review sessions with the local government to discuss schedule and technical performance. Establishes MTS TSSC milestones and monitors adherence to plans, processes, and schedules. Identifies program problems, and obtains solutions, such as allocation of resources or the need to change contractual specifications. Directs and guides the work of the MTS TSSC staff. Co-chairs MTS TSWG meetings.


Essential Duties and Responsibilities

  • Manages MTS TSSC operations. Provides direct supervision to assigned staff. Provides oversight of subcontracted staff. Ensures seamless MTS TSSC operations and contract compliance.
  • Coordinate and schedule MTS TSSC activities to include hardware and software design, modifications support, code and test, configuration management functions, TMS support, master library functions, and CyberSecurity.
  • Assign functions to subordinates and review completed technical work for compliance with requirements; ensure necessary documentation associated with MTS TSSC modification activity is completed.
  • Collaborate with a wide variety of functional areas such as engineering, program management, marketing, manufacturing, and operations to develop and produce proposals responsive to customer needs, as well as recognizing unidentified market opportunities.
  • Monitors costs, progress and quality of work and determines solutions to problems encountered.
  • Answers complex technical questions escalated from team members.
  • Primary MTS point of contact for the monthly Training System Working Group (TSWG).
  • Acts as MTS TSSC liaison between the assigned government Program Office/Quality Assurance Representative (PO/QAR) and the CAE USA Operations Program Manager.
  • Acts as the MTS TSSC Contract diplomat, liaison and QAR Point of contact for the USAF customer.
  • Ensures contract compliance for all site operations and maintains good working relationships with all customers.
  • Provides oversight of training programs for all personnel and is responsible for providing adequate resources.
  • Manages the MTS TSSC quality assurance program to ensure AS9100D compliance.
  • Attends necessary weekly, monthly, and quarterly meetings as required or directed by the Operations Program Manager.
  • Represents the MTS TSSC in day-to-day activities associated with site operations and local USAF base and community. This includes meetings, community planning activities, local charitable activities, and Government sponsored programs.
  • Coordinates with Formal Training Unit (FTU) to meet site specific FTU requirements for facilities and support.
  • Participates in and plans conferences with USAF customers.
  • All other duties assigned.

SUPERVISORY RESPONSIBILITIES

  • Provides direct supervision to MTS TSSC staff. Provides oversight of subcontracted staff.
  • Provide counsel, advice and guidance to management, subordinates and other internal groups on technical matters including the capabilities and limitations of current technology, facility capability and costing of effort as these items pertain to quality and process improvement.
  • Responsible for scheduling personnel, as well as managing labor and material expenditures.
  • Attends meetings, manages delivery schedules and coordinates site activities. Ensure a safe and secure work environment is established and maintained.

  • Bachelors degree in a technical field and six years of simulation-related experience. Masters Degree preferred.
  • At least 7 years progressive management experience. Prior C-17 experience, with emphasis on Command/Leadership experience, is desired.
  • Strong leadership, communication, and interpersonal skills are required
  • Understanding of military protocols and customs is essential
  • Must exhibit high performance and capability to work in a team environment
  • Must be proficient in Microsoft Excel, PowerPoint, Project, and Word
  • Must be able to effectively deliver oral presentations to management and customers
  • Must be able to work independently and direct subordinates
  • Must be able to work a flexible work schedule with overtime and weekend work as required.
  • Must be willing to work any shift or day of the week as required.
  • Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.

  • Must have the ability to read, analyze, and interpret the most complex word and technical documents/diagrams.

  • Must be able to define problems, collect data, establish facts, and draw valid conclusions. An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is essential.

Work Environment

  • Work is performed primarily in a professional office environment using standard office equipment such as computers, phones, photocopiers, and fax machines.
  • Domestic and international travel may berequired.
  • May require work in simulator environments involving exposure to hydraulics, electrical systems, extreme heat, airborne particles, loud noise, and mechanical components
